GENERAL DESCRIPTION:

Wyoming Department of Transportation (WYDOT) is an agency committed to providing a safe, high-quality, and efficient transportation system for the State of Wyoming. This position is located in Laramie and produces and gathers content (information, images, graphics, and art) for internal and external audiences, including news releases and agency publications. Provides critical road and travel condition information to the public and media outlets during winter storm events and construction projects. Produces content for WYDOT's websites and social media outlets. Assists in the development of highway safety campaigns. Scriptwriting for agency video productions and some print design and layout work are included.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Work with the media, printed and broadcast, to proactively relate the agency's business to the public, review news coverage, and respond in a timely manner to requests for interviews, information, and questions from the media.

  • Work closely with WYDOT Staff to provide accurate and timely information to the public.

  • Research, write, edit and review news releases about a wide range of WYDOT operations and events.

  • Determine the distribution of releases among various media, including print, broadcast, and the Internet.

  • Advise agency/department on public relations methods and research needs.

  • Provide support to the coordination of the agency's management as needed.

  • Facilitate training to assist other agency employees in building media relations skills.

  • Speak publicly to educate groups.

  • Act as agency liaison publicly; disseminating information to newspapers, radio, television, communication networks, and Internet-based media.

  • Coordinate and gather field information on a road construction website and for production of the Roadwork Guide publication.

  • Conduct continuing efforts to educate the public about transportation programs and issues.

  • Plan, coordinate, and conduct various meetings for WYDOT engineers, construction contractors, and the public for major construction projects on a weekly basis.

  • Plan, coordinate, and conduct preliminary engineering design meetings to obtain public input.

  • Speak publicly to groups interested in WYDOT activities and appear on radio and tv to explain issues of interest to listeners/viewers. Prepare and compose scripts for audio and video production.

  • Plan, coordinate, and conduct annual STIP meetings and County Commissioner meetings with the Local city and county officials, WYDOT, transportation commissioners, and legislators.

  • Coordinate schedules for the agency, local government, contractors and consultants, personnel to attend the meetings; arrange the site; arrange equipment needs and advertising for the meeting; design and product information displays for the meeting. Conduct the meeting.

  • Attend and participate in staff, pre-construction, and district program meetings.

  • Research, conduct interviews, write, design, edit, and review news releases, newspaper advertisements, handouts, brochures, and radio spots for a wide range of WYDOT events. Decide on distributing these news releases, newspaper advertisements, handouts, brochures, and radio spots among various pubic organizations, media including print, broadcast, and TV.

  • Respond to a myriad of questions about the department from the public, media, special interest groups and act as a spokesperson on a wide variety of issues.

  • Draft responses and provide information to the media and the public on inquiries, complaints, and emergency or unforeseen circumstances; make public presentations and represent the department at meetings and public events; arrange for department personnel to make media or public appearances, coordinate tours of department projects and facilities; operate audiovisual and word processing equipment and digital cameras; serve as a media spokesperson.

  • Internal and External communication liaison for WYDOT to provide information, coordination, and cooperation may be required by WYDOT.

  • Produce publications and other materials for special transportation events.

  • Interact with all levels of department personnel. Advising, writing, and designing for them in matters concerning interdepartmental, legislative, public, and media contact.

Qualifications

PREFERENCES:

Preference may be given to candidates with two or more years of progressive work experience in news writing, working as a journalist, or a public relations specialist.

KNOWLEDGE:

  • Knowledge of communications fundamentals and media principles.

  • Knowledge of web design and content management.

  • Skill in working with diverse publics, gathering and disseminating information.

  • Skill in expressing information in a persuasive and organized manner.

  • Skill in gathering and analyzing technical information.

  • Skill in meeting and dealing effectively with those holding opposing and diverging points of view and facilitating successful outcomes.

  • Skill in oral and written communications.

  • Must know news writing and design standards.

  • Must know the basics of camera operation and photographic techniques.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Public Relations)

Experience:

0-3 years of progressive work experience (typically in Public Relations) with acquired knowledge at the level of a Public Relations Specialist II

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Public Relations) with acquired knowledge at the level of a Public Relations Specialist II

PHYSICAL WORKING CONDITIONS:

  • Must be able to efficiently operate various types of office machinery, as well as drive a vehicle.
