    Summary

    This type of appointment does not confer career tenure within the Competitive Service. This authority allows agencies to hire individuals that live in remote/isolated areas with limited livelihood and employment. Therefore, the area of consideration is the area contiguous to Lovell, WY. Contigous-to-the-area.

    Responsibilities

    This position is a Career-Seasonal position and subject to release and recall procedures. A permanent career-seasonal positions includes all the benefits of permanent employment, but does not provide employment on a full year-round basis. As such, selectees will be in a non-pay/non-duty status for at least 2 weeks to 6 months per year based on project requirements or weather conditions. Selectees are guaranteed to work at least 6 months per year but not more than 50 weeks per year, with the work schedule to be determined upon appointment. The typical season is April-February, but can be variable during these months due to project requirements or weather conditions.

    • Incumbent will be supervised by the park's Resources Division, and work with natural and cultural resource specialists from the partner parks, agencies, and organizations.
    • Must be able to work independently or as part of a team to assist with the following duties (but not limited to):

    • treatment of nonnative plant species within park boundaries (foliar/cut-stump herbicide application; manual clipping, etc.);
    • native plant revegetation projects;
    • contracted surveys and monitoring projects being performed in park;
    • water quality measurements;
    • fencing/landscaping/trail projects;
    • maintenance of natural and cultural landscapes;
    • maintenance/repair/preservation of historic structures using a variety of trade practices such as masonry, carpentry, and painting;
    • archaeological field surveys;
    • preparation of reports, plans, and guidelines;
    • provide advice, assistance, and training to lower graded technicians, volunteers, and/or YCC enrollees in gathering field data, including proper and safe handling of equipment and tools and operation of motorized vehicles and water craft.

    • Use of global positioning systems (GPS units), computers, cameras, and safety equipment will be required as well as the use of government vehicles.
    • Work varies from standing, walking and hiking over rough terrain carrying equipment (e.g., backpack sprayers), to pulling exotic vegetation, and using motorcraft to reach sites along Bighorn Lake and River.
    • The majority of the work is performed outdoors, in settings in with regular and recurring exposure to moderate to high discomforts and extremes (e.g., high or low temperatures, adverse weather conditions, stinging insects, poisonous snakes, etc.).

    • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
    • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
    • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
    • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
    • You may be required to travel overnight away from home up to 2 nights per month. You must obtain a government charge card for travel purposes.
    • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

    Qualifications

    To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

    EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: work in Research activity or control program work, nursery work that required the growing and maintenance of plants in a controlled environment. Work comparable to that with a large dairy farm where production records, animal environment, and sanitary conditions were kept in accordance with modern dairy practice.Farming experience that was not performed in a controlled environment, or experience as a laborer who was not responsible for planning and scheduling his/her own work, but only performed assigned tasks, would not qualify as specialized experience. Work in natural/cultural research work, environmental restoration work, the controlling of non-native plant and animal species, the collection and recording of natural/cultural field data, historic structure preservation work, trails work. You must include hours per week worked.

    -OR-EDUCATION: Successful completion of at least 4 years of education above the high school leading to a bachelor's degree with major study or at least 24 semester hours in any combination of scientific or technical courses such as biology, environmental sciences, botany, history, anthropology, or archaeology. You must include transcripts.

    -OR-

    Successful completion of a combination of education and experience as described above. For example 6 months of specialized experience (50% of experience requirement) plus completion of 90 semester hours that included at least 18 hours of related course work as indicated in 2B, (50% of education requirement) equals 100%. Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to 1 year of specialized experience. You must include transcripts.

    Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

    Education

    To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

    If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

    Physical Demands: The work is performed both indoors and outdoors, with prolonged standing, walking, stooping, and bending often required. Heavy items (e.g., packs up to 50 pounds) must be lifted and carried on a routine basis.

    Working Conditions: The work is performed both in an office setting and in the field. Field work may occur in isolated areas; therefore the incumbent must be familiar with outdoor safety and survival skills and must be able to operate a vehicle on rough roads. Outdoor work includes exposure to extreme weather conditions and terrain, pesticides, poisonous plants, biting insects, and wild animals. Indoor work may involve exposure to hazardous chemicals.
