    Summary

    Temporary positions not-to-exceed 1039 regular hours in a service year may be terminated sooner or extended depending on management needs.The typical seasonal entry-on-duty period is May-October, but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty: 5/13/20

    Responsibilities

    • Receive and record initial requests for emergency response, triage priorities of the emergency response and coordinate initial and long term emergency response action in an extremely complex operation. Coordinate daily operations, evaluate incidents, and apply sound judgment to those incidents while following guidelines, protocols, and pre-plans.

    • monitor, use, and coordinate use of a multi-frequency, multi-channel radio system with multiple agencies and organizations

    • monitor alarm/remote monitoring system used for fire, intrusion, access control, maintenance, and environmental protection.

    • solicit and record critical information in a computer assisted dispatch system (CAD) from incident reporting parties and 9-1-1 calls to initiate an appropriate response.

    • direct and coordinate interagency law enforcement resources. Direct and coordinate structural firefighting resources such as firefighters, engines. Direct and coordinate BLS, ALS and Paramedic ambulance response as well as life flights from outside the park.

    To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

    EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: working at a complex, multi-jurisdictional, all-risk incidents at a regional dispatch center and supporting law enforcement, aviation and structural fire, medical, search and rescue, intelligence, and other emergency and non-emergency service functions with Federal, State, and Local agencies at an entry level position. You must include hours per week worked.

    -OR-EDUCATION: Successful completion of at least four years of education above high school (120 semester hours or 180 quarter hours) leading to a bachelor's degree from an accredited college or university. (You MUST submit a copy of your transcripts indicating degree earned and credit hours in order to qualify based on education). You must include transcripts.

    -OR-

    Successful completion of a combination of education and experience as described above. For example Six (6) months of specialized experience described in A above (50% of the experience requirement), and three (3) years of college study from an accredited institution (50% of the qualifying education) as specified in B above, equals 100% of the total requirement. (You MUST submit a copy of your transcripts indicating number of credit hours in order to qualify based on the combination option).

    Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

    Education

    To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

    If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

    Physical Demands: The incumbent must function efficiently in a confined space for extended periods of time with no breaks and no opportunity to leave the confines of the dispatch center. Public Safety Dispatchers are considered "essential employees, "meaning they are required to work most holidays, report for duty during adverse weather conditions, and work long hours exceeding normally scheduled shifts in case of emergencies. The nature of the work is primarily sedentary, performing office tasks and occasionally bending and lifting during the movement of records and materials. The incumbent is subject to rotating shift work and uncbmmon tours of duty. Work requires the use of voice in vocal communications for periods of hours at a time. Voice must be clear, audible, and tone effective with words plainly spoken and understandable. Incumbent must be able to read critical information from multiple sources, including computer screen, fax, maps, wallboards, and written logs quickly and accurately. Incumbent must be able to hear clearly and discern a variety of audible communications and signals simultaneously. The work is of an emergency nature and is often emotionally stressful. Incumbent must possess manual dexterity sufficient to operate computer terminals/keyboards and related equipment and to maintain written and electronic logs.

    Working Conditions: Work is normally performed in a specialized office setting, which is well-lighted and temperature controlled. The setting is confined and secure, with controlled entry and egress. Radios are continuously monitored and telephones constantly ring, resulting in periods of excessive and constant noise. Incumbent must be able to concentrate on work projects amidst noise, interruptions, and the movements of others. During the training period and/or other occasions, the incumbent will be assigned to accompany field law enforcement personnel in patrol vehicles to learn or gain a more detailed familiarization with agency field operating procedures and jurisdictional boundaries. When performing duties, the incumbent may not leave the dispatch center unless relieved by another qualified Dispatcher.
