    Responsibilities

    • This position is being advertised as a mid-level Apprentice Control Center Operator. The full Control Center Operator Apprentice Program is comprised of 8, 6-month developmental levels (8,000 hours total). The selectee may be placed at the highest level for which qualified at the 5th, 6th, or 7th 6-month apprentice level, depending upon their level of experience and training. The apprentice training program is in accordance with the Apprenticeship and Training Standards approved by the U.S. Department of Labor for Reclamation, Great Plains Region. During the term of this position, the trainee is provided formal and on-the-job training to develop the knowledge, skills, and abilities necessary for the trainee to perform as a journeyman Control Center Operator.

    • You will be trained to direct switching and tagging operations to accomplish and issue clearances, hot-line orders, special conditions and general switching on all facilities.

    • Training and work will include adhering to load schedules set up by System Dispatcher.

    • Training and work will include handling system emergencies, testing and restoring system facilities to service following outage by controlling powerplants loading and special control equipment. Report problems and failures to System Dispatcher, facility personnel, and supervisor.

    • Training and work will include monitoring instruments and remote data recording equipment and checking automatic acquisition of power and water data and maintaining station logs.

    Occasional travel - Travel of up to 2 nights per month may be required for that position.

    This is a mid-level apprentice trainee position. The apprentice level to which the selectee will be placed (levels 5, 6, or 7) will be determined based on previously acquired training, education and experience.

    NOTE: Applicants determined qualified at a journey-level Control Center Operator are not eligible for consideration and will not be considered for this apprentice position.

    Promotion Potential: Each apprentice level is comprised of a 6-month segment. Upon successful completion of each segment, the supervisor and Apprenticeship Committee will review accomplishments and determine advancement to the next apprentice level, and if approved, a pay increase will be granted in accordance with the negotiated wage schedule. Upon successful completion of the apprenticeship program, the apprentice will be placed in a journey-level Control Center Operator position.

    Apprentices are required to complete related formal training courses which may entail 10 hours or more each week of their own time. Failure to complete the required training or to satisfactorily perform the duties of the position may be cause for removal from the program.

    Qualifications

    Minimum qualifications (as determined in Phase 1 and Phase 2) for trades and labor positions are determined by evaluation of job elements. You must meet at least 2 points on the screen-out element and obtain an average of at least 2 points on all of the job elements in order to be considered qualified for this position.

    • Reclamation has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory approval.

    • Work schedule: Rotating 12-hour shift.

    • This position requires the applicant to complete an audiogram.

    • Operation of a Government vehicle is required; therefore, a valid State driver's license is required. Driving record will be verified prior to final selection.

    • This position has been designated as a Public Trust (Moderate Risk) position. This requires a higher-level MBI investigation. This investigation will include a background search of your employment, law enforcement, and credit/financial records. You must successfully obtain and maintain this investigation level as a condition of employment. You will be required to undergo and successfully pass a reinvestigation of your background every 5 years.

    How You Will Be Evaluated

    For evaluating the quality of candidates for referral to the selecting official, a three-phased process will be used.

    For the first phase, applicants' applications will be reviewed by Human Resources to ensure they meet the basic eligibility requirements. Category rating and selection procedures will be used for evaluating this position. If you meet the basic eligibility requirements, your on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of your experience, education, training, etc., for placement in one of the following categories: 1) Highly Qualified and 2) Qualified. Qualified candidates will be assigned to one of the quality categories and Veterans with preference will be placed at the top of their respective category. An interim score based on the applicant assessment questionnaire will be given, which will take approximately 30 minutes to complete when initially applying, and will continue on to the second phase.

    With information received from the applicant assessment questionnaire in the first phase, applicants will be evaluated on the following job element:

    1. Ability to do the work of a Mid-Level Apprentice Control Center Operator without more than normal supervision. (Screen-out)

    For the second phase, all candidates who pass the first phase (those who meet the basic eligibility requirements) will be contacted via email and asked to submit a supplemental questionnaire which will address additional, more specific job elements listed below. A panel of Subject Matter Experts will review and score the supplemental questionnaire responses.

    1. Ability to do the work of a Mid-Level Apprentice Control Center Operator without more than normal supervision. (Screen-out)

    2. Operational knowledge of hydroelectric powerplant equipment, auxiliary systems, and communication and control devices.

    3. Ability to interpret instructions, specifications, and follow specified operating procedures.

    4. Ability to work safely and as a member of a team.

    For the third and final phase, candidates will be given a final score which combines the scores from the first and second phases.
