    Summary

    This position is located in Grand Teton National Park, within the Science and Resource Management Division.

    Responsibilities

    • Supervise permanent and seasonal employees of the Fish and Wildlife Branch.
    • Conducts recruitment and hiring of employees.
    • Manages performance of assigned employees.
    • Develops program of work in wildlife and fisheries given law, regulation and policy, park priorities and budget.
    • Investigates the status of fish and wildlife populations in the park and develops plans for restoration, conservation, and maintenance of native fish and wildlife including species protected under the Endangered Species Act or other special status.
    • Develops and implements plans to eradicate non-native species.
    • Sets a tone of inclusion, respect, and tolerance of all employees and visitors.
    • Communicates wildlife and fish issues through reports, briefing papers, and press releases.
    • Prepares biological assessments for consultation with US Fish and Wildlife Service.

    • This position is subject to drug testing based on the collateral duty of operating watercraft and requiring firearms in the back-country or other locations for non-law enforcement reasons such as protection from animals. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
    • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
    • You will be required to occasionally wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
    • If you are a new supervisor in the Federal government, you will be required to complete a one-year probationary period.
    • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
    • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

    Qualifications

    All qualifications must be met by the closing date of this announcement-10/04/2020-unless otherwise stated in this vacancy announcement.

    Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

    For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

    To qualify for this position at the GS-12 grade level, you must possess at least one of the following basic education requirements by close of the announcement. This is a positive education position meaning You MUST submit a copy of your transcripts/documentation that show how you meet the below requirements.     BASIC REQUIREMENT BIOLOGIST GS-401: Degree: 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.OR A COMBINATION EDUCATION/SPECIALIZED EXPERIENCE SUBSTITUTION BIOLOGIST GS-401: Equivalent combination of education and experience that included course work equivalent to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology; PLUS appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.ORBASIC REQUIREMENT ECOLOGIST GS-408: Degree: 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.ORBASIC REQUIREMENT WILDLIFE BIOLOGIST GS-486: Degree: 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological science that included: At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); AND At least 9 semester hours in botany or the related plant sciences.OR A COMBINATION EDUCATION/SPECIALIZED EXPERIENCE SUBSTITUTION WILDLIFE BIOLOGIST GS-0486: Equivalent combination of education and experience that included course work equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science PLUS appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.

    In addition to meeting at least one of the basic requirements listed above, applicants must also possess the specialized experience requirement listed below. Failure to provide documentation supporting this minimum qualification will make you ineligible for this position.

    EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: using approved trapping procedures and equipment to humanely capture large carnivores, ungulates, mesocarnivores and birds; using a variety of anesthesia-delivery systems to anesthetize wildlife and fish, and humanely euthanize wildlife when necessary; recommending management actions for wildlife that include spatial closures, trapping and removing, and trapping and euthanizing wildlife; working closely with State and federal land and wildlife managers over a large spatial extent to develop management recommendations for migratory and wildlife with large home ranges; and designing research and monitoring investigations to address specific information gaps in fish or wildlife management. You must include hours per week worked in your resume for each job held, to receive credit for this experience.

    Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Physical Demands: Much of the incumbent's time is spent in an office environment. S/he also performs fieldwork and may be exposed to inclement weather; high elevations, difficult mountain terrain, low-level aircraft flight, operating boats on park rivers and lakes, and other potential hazards present in Grand Teton National Park. S/he is required to carry appropriate safety equipment and observe stringent safety practices.

    Working Conditions: A portion of the work is performed in an office, meeting, or laboratory setting. Travel via motor vehicle or commercial aircraft will be required. Overnight lodging at commercial facilities as well as attending meetings or temporarily working in other agencies' offices or locations may be required. Field situations may involve travel and work in low flying fixed or rotary wing aircraft, off-road vehicles, horseback, working with or around large and potentially dangerous animals, or walking long distances over rough terrain during inclement weather. Overnight as well as short sustained living in backcountry or wilderness situations may be required.
