    Summary

    Temporary 1039: Temporary positions not-to-exceed 1039 regular hours (6 months) in a service year may be terminated sooner or extended depending on management needs. The typical seasonal entry-on-duty period for this position is May through October, but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty: May 3, 2020.

    Responsibilities

    This position will assist in implementation of the park's vegetation management field program. Emphasis areas include invasive plant/noxious weed control, vegetation mapping, inventory and monitoring, and rangeland management and restoration activities. The incumbent operates as a member of the seasonal field staff, normally on a crew of ten to fifteen individuals, but also in smaller groups or alone at times.

    Invasive plant management responsibilities will include:

    • Invasive plant treatments via herbicide application using backpack sprayers, utility terrain vehicles (UTVs), and trucks with mounted spray equipment
    • Invasive plant removal by mechanical means, utilizing hand and power tools
    • Record keeping of invasive plant treatment data and field notes
    • GPS & GIS data collection and management
    • Safe operation of trucks, trailers, and various other equipment
    • Carry out assignments primarily in frontcountry areas but also to include backcountry, riparian and riverine/lakeside locations
    The incumbent also performs the following duties, as needed:

    • Ensure the park's rangeland fences are maintained and will occasionally construct new fence or remove old fence as needed
    • Assist with rangeland restoration projects including drill seeding, invasive plant management, and equipment operation
    • Assist with revegetation projects of various sizes and scope
    • Contribute to and assist with ongoing vegetation and rangeland research and monitoring
    • Assist with irrigation of 1000 - 2000 acres of rangeland pasture utilized by cattle, bison, antelope, elk, and other animals
    • Operate tractors and associated implements under rangeland conditions
    • Perform Integrated Pest Management (IPM) assignments

    Duties by grade:

    • Employees selected at the GS-04 and 05 levels will follow specific guidelines and instructions and completed work will be checked by crew leaders.

    • Employees selected at the GS-05 employees will at times be assigned more complex responsibilities requiring a higher level of knowledge and experience in the field of rangeland management and invasive plant control.

    • Employees selected at the GS-06 level will be tasked with assisting in project development and implementation, as well as over site of lower graded field employees, requiring a greater level of cumulative experience, knowledge, and technical ability.

    • U.S. Citizenship required. Must meet Selective Service Registration Act requirement for males. Must be at least 18 years of age by enter on duty date.

    Qualifications

    GS-4 Minimum Qualifications:

    EXPERIENCE: At least six months of general experience AND six months of specialized experience equivalent to the GS-03 level in the Federal service. GENERAL EXPERIENCE is any type of work that demonstrates the ability to perform the work of the position, or experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation. Examples of general experience include, but are not limited to, performing field work such as on a trail crew or working on a farm. SPECIALIZED EXPERIENCE demonstrates the knowledge, skills, and abilities to successfully perform the duties of a Range Technician such as work in the conservation, regulation, and use of public or federally controlled lands for grazing. Examples of specialized experience include but are not limited to: identifying native vs. exotic plants; assisting with exotic plant control through chemical or mechanical control techniques; making field observations of natural resources conditions; or other related experience You must include hours per week worked.-OR-EDUCATION: Successful completion of at least two years of study above high school that included at least 12 semester hours in any combination of courses such as forestry, agriculture, crop or plan science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science. No more than 3 semester hours in mathematics is creditable. You must include transcripts.-OR-

    Successful completion of a combination of education and experience as described above. You must include transcripts.

    GS-5 Minimum Qualifications:

    EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: performing exotic plant control with the application of herbicides; performing manual exotic plant control such as pulling or cutting; keeping field notes concerning range research or management activities; or other related experience. You must include hours per week worked.-OR-EDUCATION: Successful completion of at least a full four year course of study leading to a bachelor's degree with major study in forestry, range management, agriculture, or a subject-matter field directly related to the position, OR at least 24 semester hours in any combination of courses such as forestry, agriculture, crop or plant science, range management or conservation, wildlife management, watershed management, soil science, natural resources (except marine fisheries and oceanography), outdoor recreation management, civil or forest engineering, or wildland fire science. No more than 6 semester hours in mathematics is creditable. You must include transcripts.-OR-

    Successful completion of a combination of education and experience as described above. NOTE: only education in excess of the first 60 semester hours (i.e. beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study beyond the second year is equivalent to 6 months of specialized experience. You must include transcripts.

    GS-6 Minimum Qualifications:

    EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: identifying exotic plant infestations; collecting and organizing range research or management data; performing vegetation monitoring; assisting with planning range research or management projects; assisting with monitoring and maintaining flood irrigation systems; or other related experience. You must include hours per week worked.-OR-EDUCATION: Successful completion of at least one year of graduate level education with a major study in a related field such as forestry, range management, agriculture, natural resource management, botany, or other related sciences. One year of graduate education is considered to be 18 semester hours. You must include transcripts.-OR-

    Successful completion of a combination of education and experience as described above. You must include transcripts.

    Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.     To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.     Physical Demands:Work is completed in the field with a considerable amount of driving, walking and carrying weight in excess of 40 pounds. Appointee must be capable of traveling long distances on foot in rugged terrain with a backpack sprayer. At times lifting heavy objects (50-70 pounds) may be required. Manual invasive plant control and irrigation duties involve physical effort that includes shoveling, raking, pulling, cutting, pounding, wading, moving heavy materials, bending, stooping, kneeling and working with hand, arm and back muscles. Work is performed in a broad range of temperatures and weather conditions, typical of the northern Rockies.

    Work Conditions: Most control activity will occur in developed areas, or within 2 miles of park roads, however, work in riparian corridors, on backcountry trails, on lakeshores and islands requires longer hiking, travelling by 4-wheel drive vehicle, boat, or by UTV, and can present logistical challenges. Special safety precautions and the use of personal protective equipment will be required due to handling of herbicides or other chemicals. Hazardous conditions exist from working around spring flood waters, slippery ditch banks, operation of hand and power tools such as chainsaws, and operating farm type tractors and other equipment in steep, uneven, hazardous terrain.

    Rehire: Individuals selected under this vacancy announcement are eligible for rehire in subsequent service years provided the employee does not exceed 1039 hours in their service year and has achieved an acceptable level of performance.

    Relocation: Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.
