JOB DESCRIPTION

ACCOUNTING MANAGER

Responsible for the development, interpretation, coordination and administration of the organization's policies on finance including short and long range planning. Responsible for the maintenance of records and procedures to adequately safeguard the assets of the organization. Responsible for internal controls, processing, development and operations analysis.

QUALIFICATIONS AND EXPERIENCE:

1 Bachelor's Degree in Business Administration with emphasis in accounting or equivalent related experience.

2 Three to five years health care experience in a financial managerial position preferred.

3 Experience in computer systems required to include applications for general ledger, budgeting, accounts payable, payroll, report writers, trial balance functions and the interaction from system to system.

4 Must have excellent managerial, organizational and communications skills

5 Must have ability to apply principles of logical thinking to collect data, establish facts and draw valid conclusions; and deal with accounting abstract and concrete variables.

6 Must work calmly and efficiently under pressure, handling demands from multiple sources professionally and courteously.

7 Exemplifies a team concept. Exhibits tact and understanding in all interpersonal relations

8 Demonstrates flexibility, adaptability and good problem-solving skills in a variety of settings.

9 Demonstrates the ability to work independently.

PHYSICAL REQUIREMENTS:

Sedentary work involves sitting most of the time. Exerting up to ten pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Must be able to meet the demands of stooping, crouching, reaching, standing, walking, fingering, talking, hearing and feeling.

DUTIES AND RESPONSIBILITIES: 1. Participates in organization planning and directs the planning process to be consistent with the philosophy and mission of the organization.

1.1 Keeps Administration consistently advised of activities with written recommendations for solutions. Maintains current knowledge of health care accounting and reimbursement issues and develops reports and recommendations for change.

1.2 Monitors cash availability to meet obligations and alerts Administration to any forth- coming deficiencies through a cash flow reporting system.

1.3 Reviews and compiles the reports of the financial statements, monthly statistics, utilization, warrants, collections and bad debt write-offs for the Board report to be presented at theBoard of Trustees monthly meeting.

1.4 Understands and administers the function of the Hospital District.

COMMENTS:

2. Oversees the managerial duties as required for the departments that report to him/her(Accounting and Materials/Purchasing).

2.1 Recruits staff members as vacancies occur, establishing expectations and evaluating staff based on current job descriptions; recommends promotion, demotion or termination to facilitate accomplishment of the organization objectives.

2.2 Identifies and meets training needs of staff on a consistent and timely basis by establishment of a program of orientation and inservice education and evaluation of learning outcomes and maintains attendance records.

2.3 Supervises the preparation and maintenance of departmental policy and procedure manuals of the departments that report to him/her.

2.4 Establishes controls and reviews mechanisms for every procedure to ensure that systems and procedures are being followed correctly.

3. Responsible for the consolidated reporting requirements of the facility to include preparation of monthly and annual financial and cash flow statements accurately and timely in accordance with standard industry principles and reports the same to the Board of Trustees.

3.1 Responsible for the general accounting functions which include the preparation and maintenance of records, reports and monthly reconciliation's and general ledger activity on an accurate and timely basis.

3.2 Has a working knowledge of current data processing system, error messages, day end and backup functions of the system.

3.3 Maintains chart of accounts and other table files and performs maintenance as required for accurate financial reporting.

3.4 Responsible for all balance sheet reconciliation's on a routine basis.

3.5 Assists with fixed assets and depreciation schedule preparation to insure timely monthly reports.

3.6 Assists the auditors with the yearly audit and cost report.

4. Prepares the annual budgets for both on an aggregate and departmental basis. Maintains all data required, prepares budget calendar.

4.1 Works with department managers throughout the annual budgeting process and the subsequent implementation. Prepares all budget packages as required.

4.2 Prepares financial and budget variance analysis of operations and provides recommendations for administration. Must prepare three year capital budget.

4.3 Responsible for review and recommendation of adjustments in the charge master.

4.4 Forecasts future industry trends and incorporates them into the budget.

4.5 Monitors large budget items and completes yearly analysis to determine best price.

4.6 Files all required budget reports with the appropriate entities.

5. Works with external auditors, government agencies and prepares related reports as required.

5.1 Prepares required reports and maintains supporting documentation. Maintains knowledge of industry changes and new regulations and their effect on the organization.

5.2 Consistently reviews adequacy of organizational accounting systems and their ability to meet standards of current health care requirements and regulations and makes recommendations for necessary changes.

5.3 Understands the functions and impact of the yearly cost report.

6. Responsible for professional development and positive representation of the organization in the community.

6.1 Assumes responsibility for professional growth and continuing education by attending relevant internal and external educational programs.

6.2 Participates in program development and shared resources with other institutions and organizations.

6.3 Markets the programs to the public through various avenues as appropriate for financial resources.

7. Is responsible for department Performance Improvement.

8. Supports Weston County Health Services' mission statement and strategic plan.

9 Completes all other duties as assigned by Administrator.

Job Type: Full-time

Pay: $26.00 - $33.00 per hour
