    This position is located in the High Desert District, Pinedale, WY. The Pinedale Field Office manages 912,000 acres of federal surface/federal minerals and almost 300,000 acres of private surface/federal minerals. Major uses of the public lands involve oil and gas activity, recreation and livestock grazing.

    Responsibilities

    The duties listed are for the full performance level, GS-08. If filled at the GS-07 level, duties will be of a more limited scope and the incumbent will be more closely supervised. This position serves as a Production Accountability Technician (PAT) and is a member of the Oil and Gas Inspection & Enforcement (I & E) Team. The responsibilities of this position involve selecting and auditing the most difficult oil and gas lease cases to ensure production accountability and meet requirements set forth in Federal law pertaining to the administration and protection of Federal and Indian oil and gas resources. The incumbent serves as an experienced PAT as a technical authority on production accountability; providing guidance and advice regarding the selection of cases to review and performing Records Analysis (RA) reviews on the most difficult and sensitive cases in the office.

    Physical Demands: The work involves light physical activity associate with office work and may include walking, standing, bending, and carrying of light items. Site visits may also require climbing stairs or ladders and walking on uneven surfaces.

    Work Environment: Work is performed in a typical office setting with occasional field visits which require the use of personal protective equipment and safety practices.

    You may be required (unless you have a current Production Accountability Technician (PAT) certification) to attend the courses Oil and Gas Agreements and Oil and Gas Production Accountability for PATs after a minimum of 3 months of on-the-job experience as a PAT.

    Qualifications

    Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

    To qualify for the GS-07 level, you must have one year of specialized experience equivalent to GS-06 in the federal service or have 1 full year of graduate level coursework directly related to oil & gas production accountability, OR have an equivalent combination of experience and education listed above. Specialized experience is defined as: work in auditing oil and gas leases to assure production accountability or other duties related to record searches, automated information retrieval and compilation of factual material related to oil and gas production. You will independently plan and carry out assignments according to established policy.

    To qualify for the GS-08 level, you must have one year of specialized experience equivalent to GS-07 in federal service or have 2 full years of graduate level coursework directly related to oil & gas production accountability, OR have an equivalent combination of experience and education listed above. Specialized experience is defined as: conducting complex production audits including oil and gas commingling and off lease measurement to ensure proper reporting of production. Coordinating with Office of Natural Resources and Revenue (ONRR) on any anomalies found from the results of an audit, examples are failure to report Oil and Gas Operation Reports (OGOR's), reporting the incorrect case, and if over or under reporting of oil and gas that needs to be addressed. Reviewing gas analysis reports to ensure the dry BTU results are reported on OGOR's. Coordination with Supervisory Petroleum Engineering Technicians to determine if enforcement procedings are warranted towards negligent operators.

    You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
