    Summary

    The Pinedale Field Office manages 912,000 acres of federal surface/federal minerals and almost 300,000 acres of private surface/federal minerals. Major uses of the public lands involve oil and gas activity, recreation and livestock grazing.

    Responsibilities

    You will lead and guide a staff of 8 in oil and gas related activities. Ensure workload measure targets are met. Ensure that complete and approvable Applications for Permit to Drill (APDs) are processed in accordance with policy and regulation. Complete, coordinate, and provide support for compliance and environmental inspections and follow-up enforcement actions, as applicable, to ensure compliance with approved mineral actions. The selectee will serve on interdisciplinary teams for major energy related Environmental Assessment/Environmental Impact Statement (EA/EIS) projects. Incumbent must be knowledgeable of the Lease List processing, and Inspection and Enforcement (I&E) Strategy development. Provide assistance and training to the fluid minerals staff. Advise and provide expertise to the Assistant Field Manager, Minerals and Lands, and to other field office staff on all fluid minerals related matters. Serve as a representative of the BLM during meetings with industry, members of the general public, special interest groups, and other state and federal agencies. Help serve as a focal point to collect and distribute information, promote the Bureau’s objectives, and serve as an advocate for fluid mineral actions.

    Physical Demands: The work varies from principally sedentary to field work. Field work involves walking and driving over rough terrain.

    Work Environment: Most work is performed in an office setting. Field work may involve remote areas and exposure to a wide range of climatic and topographic situations.

    Qualifications

    In order to be rated as qualified for this position, we must be able to determine that you meet the basic education requirement AND the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

    To qualify for the GS-12 you must meet the basic education requirement above AND have one year of specialized experience equivalent to at least the GS-11. Specialized experience for the GS-12 is defined as: Performing all aspects of permitting oil and gas proposals, analyzing resource impacts of proposed drilling operations and field development, performing detailed surface inspections of fluid mineral production facilities including monitoring of reclamation.

    You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

    This position and location are subject to special pay rate table 0710 for positions performing work directly involved in the oversight of oil and gas production. It includes a 35% supplement above the Base General Schedule pay table. This supplement is reflected in the salary range posted in this vacancy announcement.
