    The Rawlins Field Office is in south-central Wyoming and includes one third of Sweetwater County as well as all of Carbon, Albany, and Laramie counties. Within that area, the Rawlins Field Office is responsible for the management of public lands and federal mineral estate.

    Responsibilities

    At the GS-7 through GS-9 levels, you will perform progressively more difficult duties while receiving on-the-job and other appropriate training that will prepare you for promotion to the next higher grade level. Your assigned work is considered developmental and will be performed under direct supervision. You will be trained to certification standards in the areas of drilling/work over, production, environmental protection, plugging and abandonment, compliance, and documentation. You will perform and/or assist in performing oil and gas operations under the lease management program on Federal and Indian lands. Some or your specific duties may include:

    • Assisting with / performing inspections of oil and gas leases to enforce all appropriate laws, rules, and regulations as well as the terms and conditions specified in the various approvals
    • Performing general petroleum engineering technician work involving most phases of drilling and production inspection and enforcement activities
    • Ensuring safe and efficient development of operations for the successful production of minerals in conformity with Federal regulations and requirements

    Physical Demands: On-site inspection work requires almost continuous physical activity. Most of the on-site inspection time is spent walking, standing, crouching, and climbing. In climbing up and down ladders and steep stairways, the PET is protected from falls only by firmly grasping on ladder rungs and hand railings. You may be (1) required to hike into unusually rugged areas to inspect abandoned sites; (2) subject to call 24 hours a day; and (3) required to work long non-stop tours-of-duty, occasionally in excess of thirty hours. Some work is sedentary, although much of the job requires overnight field trips which involve physical activity on irregular terrains and work at physically demanding job sites. Office work consists predominantly of working at a desk and using a computer, including using a mobile device to record measurements.

    Work Environment: Much of the work is at field locations where it is necessary to wear appropriate safety equipment. You must walk under and around heavy derrick and hoisting equipment and piping and around other potentially hazardous operating equipment. Work environment involves exposure to extreme weather conditions, hostile flora and fauna, hazardous explosive fumes, poisonous gasses, toxic chemicals, high frequency noises, high-pressure and high temperature equipment, detonating devices, and moving machinery. Work involves climbing up and down ladders and steep stairways. A large part of the time is spent driving to work sites that are located in isolated areas. This work environment requires the use of hard hats, hard-toe boots, safety glasses, ear protection equipment, poisonous gas detection equipment, and cold weather gear and/or a respirator may also be required. The position requires operating a motor vehicle, often in isolated areas, on unimproved roads and in potentially dangerous weather conditions.

    To qualify for the GS-7, you must meet one of the following: Specialized Experience: one year of specialized experience, equivalent in difficulty and complexity to the next lower grade (GS-6). Example: work as a PET, or similar position, where you performed work in support of the discovery, development, production and conservation of petroleum and/or natural gas or inspecting well production equipment, production handling, and surface activities following established methods and processes; -OR- Education: one year of GRADUATE education directly related to the work of this position (i.e., major study in petroleum engineering or a related field); -OR- An equivalent combination of Education and Experience.

    To qualify for the GS-8, you must meet one of the following: Specialized Experience: one year of specialized experience, equivalent in difficulty and complexity to the next lower grade (GS-7). Example: performing work as a PET, or directly related position, involving most phases of drilling and production inspection and enforcement activities under minimal oversight and supervision, ensuring safe and efficient development of operations for the successful production of minerals in conformity with Federal regulations and requirement; -OR-Education: two full years of GRADUATE education directly related to the work of a petroleum engineering technician (i.e., major study in petroleum engineering or a related field); -OR- An equivalent combination of Education and Experience.

    To qualify for the GS-9, you must meet one of the following: Specialized Experience: one year of specialized experience, equivalent in difficulty and complexity to the next lower grade (GS-8). Example: performing work as a PET, or directly related position, involving all aspects of drilling and production inspection and enforcement activities, and independently analyze assignments to identify, coordinate, and plan the steps of inspections that may require deviation from the standard methods; -OR- Education: two full years of GRADUATE education directly related to the work of a petroleum engineering technician (i.e., major study in petroleum engineering or a related field); -OR- An equivalent combination of Education and Experience.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    SELECTIVE PLACEMENT FACTORS:

    This position requires special qualifications that have been determined to be essential to perform the duties and will be used as screen out elements. If you do not provide evidence you possess the below selective factors you will be rated not qualified:

    1) Must have a valid current State driver's license.

    2) Demonstrated skill and ability in the use of mathematics at the high school algebra level to verify volume and height of cement and to calculate other drilling fluids and oil and gas volumes to account for production from Federal and Indian oil and gas leases.

    Additional information

    This position and location are eligible for a 7.5% retention incentive in addition to the salary listed in this announcement. The incentive is paid on a bi-weekly basis and is initiated after 90 days of successful performance in the position.
