Position Summary

The Director of Human Resources provides expert consultation, and direct administration of the human resource functions of the college, including strategic human resource planning, legal compliance, staffing planning, talent management, compensation management, benefit education and administration, performance management and professional development, to provide the college with the best talent available and to position the College as an “employer of choice.”

Essential Duties and Responsibilities

  • With the Vice-President for Administrative Services, employ continuous improvement methods to plan, develop, organize and evaluate the college’s human resource function, and then implement and direct this function and supervise assigned staff.
  • Participate as a member of the college’s leadership team in the development of the college's strategic plan and budget, particularly from the perspective of the impact on people.
  • As position openings are approved by the President, oversee the employee recruitment process including position announcements, advertising (internal/external), and screening committee functions.
  • Manage the college’s job classification and a comprehensive salary administration program.
  • Serve as the plan administrator for employee benefit program. Coordinate and provide employee education regarding use and maximizing benefits offered.
  • Design, develop, deliver, and facilitate leadership, management, and staff development. Actively coaches and supports supervisory staff on human resource, performance management and employee accountability issues.
  • Provide staff training for personnel policies, including, but not limited to, employee relations, new employee orientation, workplace safety, customer relations, performance evaluation, employment discrimination, sexual harassment, employee complaints, and career development.
  • Assist the Vice-President for Administrative Services to ensure employment policies and procedures conform to board policy, college policies and procedures, and federal and state regulations.
  • Serve as the college Compliance Officer for Title VII, Title IX, and the Americans with Disabilities Act. Manage compliance related to ADAAA, EEO, FMLA, FLSA, USERRA and other federal and state regulations.
  • Oversee employee relations and investigate, research, and resolve or mediate employee complaints. In conjunction with the Vice-President for Administrative Services, oversee the college grievance process, and work with the college attorney as required or as requested by the college president.
  • Manage transactional processes to facilitate hiring, transfers, pay changes, separations, generation and processing of employment contracts and compensation letters, and other employee transactions.
  • Maintain personnel files on each college employee in accordance with appropriate legal requirements.
  • Direct and manage the human resources information systems database, to include system setup and code setup and definitions. Recommend to the Vice-President for Administrative Services necessary reports, including state and regional salary surveys, analysis, and recommendations, as well as reports and analyses including, but not limited to, college audit, CUPA-HR, required state reports, and IPEDS.
  • In conjunction with the Director for Institutional Effectiveness, develop and implement an annual comprehensive human resource department assessment plan.
  • Develop and manage departmental annual budget and perform periodic cost and productivity analyses.
  • Operates within the scope of and complies with CWC policies, procedures and practices.
  • Perform other reasonably related duties as directed or assigned.

Position Specifications

Minimum Qualifications

  • Education

    • Bachelor’s degree in human resources management, education administration, business administration, or related field.
  • Experience

    • Five years of progressively responsible, successful management, supervisory administrative and budgetary experience in human resource management or directly related field preferably in a community college or other higher education institution.
  • Licenses/Certifications

    • Possess and maintain professional certification) in human resources (preferable HRCI and/or SHRM certification). Possess and maintain a valid State of Wyoming driver’s license with a good driving record and be insurable by the college’s insurance carrier.
  • Equivalency Statement

    • Equivalent combinations of education and experience from which comparable knowledge and abilities can be acquired may be considered on a case-by-case basis.

Desired Qualifications

  • Masters Degree in human resources management, education administration, business administration, or related field.
  • Relevant experience in higher education human resources.

Knowledge, Skills, and Abilities

  • Comprehensive knowledge of human resource trends and best practices, federal and state employment laws, regulations, and practices, in a higher education setting.
  • Considerable knowledge of ERP systems used in human resources applications, preferably Ellucian Colleague.
  • Working knowledge of CWC policies, procedures and practices.
  • Knowledge of licensure, regulatory standards and higher education accreditation and specific experience with accreditation site visits and surveys.
  • Knowledge of organizational development theory and practices.
  • Proficiency in the use of word processing, database, presentation, and spreadsheet applications, specifically Microsoft Office applications (Word, Excel, PowerPoint), Google Applications for Education (GAFE) and Ellucian Colleague.
  • Strong interpersonal skills, personal work ethic and high degree of personal integrity.
  • Ability to maintain strict confidentiality related to sensitive personal information.
  • Skilled in valuing diversity in the accomplishment of goals and work tasks. Ability to relate to a diverse student population in a professional, helpful manner.
  • Demonstrated commitment to principles, ethics, and integrity congruent with the mission, vision and values of the college.

  • Ability to supervise the work of others and to manage employees.
  • Ability to develop and maintain effective working relationships with executives, managers, supervisors, fellow employees, vendors, contractors, and the public.

Level of Supervision

This position operates with significant autonomy under the guidance of the Vice President for Administrative Services. This position provides direct supervision to the Human Resources Technician.

  • Equipment Used

    • Standard office equipment including personal computer, calculator, fax machine, ten-key calculator by touch, phone, scanners, copy machine, and telephone. Motor vehicle.
  • Physical Requirements

    • Tasks require a variety of physical activities, which do not generally involve muscular strain, such as walking, standing, stooping, sitting, reaching and light lifting. Regular talking, hearing and seeing required in the normal course of performing the job. Common eye, hand, finger dexterity required to perform some essential functions. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving. Ability to operate a motor vehicle.
  • Environmental Conditions

    • Work is generally performed in an office or classroom setting under very limited supervision. Travel, weekend and evening work may be required.
