Responsibilities

The Accountant prepares a variety of monthly reconciliation reports, verifies and adjusts accounts, audits, and makes reports. Provides financial information to management by researching and analyzing accounting data; preparing reports. Prepares asset, liability, and capital account entries by compiling and analyzing account information. Documents financial transactions by entering account information.Assists with budget oversight.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

You may qualify based on your experience and/or education described below:

Basic Requirement: You must possess one of the following AND provide proof of your answer via transcript, certificate, and your resume.

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience : at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

OR

A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

GS-07

Specialized Experience : Applicants must possess at least one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. This experience must have been equivalent to at least the GS-05 level in Federal service AND must be reflected on your resume to be found qualified for the position. Examples of specialized experience would typically include, but are not limited to: Reviews transactions-For timeliness and reasonableness and resolves problematic areas. Processes transactions-Responsible for maintaining and controlling accounts and accounting transactions in a highly complex finance and accounting system.

OR

Education: 1 year of graduate-level education related to the position or superior academic achievement [S.A.A. is based on (1) class standing (Applicants must be in the upper third of the graduating class), (2) grade-point average (3.0 or higher out of a possible 4.0 ("B" or better)), or (3) honor society membership (Election to membership in a national scholastic honor society).] Possess 1 full year of graduate level education or superior academic achievement? (Transcript Required)

OR

Combination: Applicants must possess a combination of specialized experience and education which is qualifying to meet total qualification requirements for the GS-07 grade level, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required; then determining the applicant's education as a percentage of the education required; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify (Transcript Required)

GS-09

Specialized Experience : Applicants must possess at least one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. This experience must have been equivalent to at least the GS-07 level in Federal service AND must be reflected on your resume to be found qualified for the position. Examples of specialized experience would typically include, but are not limited to: Reconciles accounts-Compares account balances with related data to assure agreement; reviewing records and source documents to identify the sources of discrepancies; and determining the entries required to bring the account into balance.

OR

Education: applicants must possess a Master's or equivalent graduate degree; OR, Possess 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. (Transcript Required) OR Combination:

Applicants musthave a combination of specialized experience and education which is qualifying to meet total qualification requirements for the GS-09 grade level, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required; then determining the applicant's education as a percentage of the education required; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. [For GS-09 level positions, only graduate education in excess of the first 18 semester hours (i.e., beyond the first year) is creditable toward meeting the specialized experience requirement. 9 semester hours beyond the second year is equivalent to 6 months of specialized experience]. (Transcript Required)

GS-11

Specialized Experience : Applicants must possess at least one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. This experience must have been equivalent to at least the GS-09 level in Federal service AND must be reflected on your resume to be found qualified for the position. Examples of specialized experience would typically include, but are not limited to: Researches and analyzes discrepancies or problems noted and determines the corrective entries required to adjust accounts. Also recommends actions to prevent recurrence of similar discrepancies.

OR

Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree

OR

Combination: application must have a combination of specialized experience and education [For GS-11 level positions, only graduate education in excess of the first 18 semester hours (i.e., beyond the first year) is creditable toward meeting the specialized experience requirement. 9 semester hours beyond the second year is equivalent to 6 months of specialized experience]. (Transcript Required)

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Physical Requirements: Primarily sedentary work with carrying of reports, general office supplies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
