SCSD2 is seeking a highly qualified, positive and motiviated professional to join our Central Office team. This position is year round (260 days/year); eligible for health, dental, vision and life insurance; and contributes to the Wyoming Retirement System Employee Pension. Paid leave consists of 19 holidays, 21 vacation days, 4 personal days, and 12 sick days. This position will begin as soon as possible.

QUALIFICATIONS: Degree in Business Administration, Accounting, Business Management, or a related field. 3-5 years of high level experience related to budget preparation and administration, federal grant compliance, financial operations, accounting software, purchasing procedures and preparation of bid specifications. Prior experience working for a school district is preferred but not required.

REPORTS TO: Superintendent

SUPERVISES: Business Office Staff

JOB GOAL: Oversees all financial affairs of the District and ensures compliance with the Wyoming Department of Education (WDE) guidelines and State & Federal statutes. Ensures that the District derives maximum educational dividends from the prudent expenditure of every school dollar to provide the best possible educational services to students. Develops, monitors and eforces policies & procedures necessary to effectively support school principals and directors in an efficient manner, allowing them to spend the majority of their time as department/building leaders. Serves as an effective leader for Business Office Staff promoting an efficient, compliant and positive work group.

PERFORMANCE RESPONSIBILITIES:

  • Supervises the management of all financial affairs of the District.

  • Assumes responsibility for budget development and long range financial planning.

  • Establishes and supervises a program of accounting adequate to record in detail all financial transactions.

  • Supervises all accounting operations ensuring compliance with audit requirements, federal program requirements and WDE guidelines.

  • Supervises the payroll function of the District ensuring compliance with federal wage & labor statues & timely filing of payroll taxes and retirement obligations

  • Supervises the collection, safekeeping, and distribution of all funds.

  • Acts as advisor to the Superintendent and Board on all questions relating to the business and financial affairs of the District.

  • Arranges for internal auditing of school accounts and maintains an internal auditing program.

  • Interprets the financial concerns of the District to the community.

  • Provides quarterly accounting of all income and expenditures to the Superintendent and Board.

  • Prepares and analyzes all financial statements as needed.

  • Supervises the reconciliation of all bank accounts maintained by the Board.

  • Oversees monthly reports for administrators and staff concerning the status of their budgets to guard against the overspending of any budgeted account.

  • Approves, in coordination with administrators and program managers, all documents authorizing the expenditure of monies.

  • Recommends new accounting procedures as desirable and necessary for efficiency and compliance.

  • Obtains and studies comparative prices and quotations so as to ensure quality purchasing by the District which align to state and federal purchasing guidelines

  • Works with state and financial auditors for the successful completion of all audits.

  • Prepares all required state and federal reports in a timely manner.

  • Reports to the Board Treasurer the amount for which warrants have been drawn, the accounts against which the warrants have been drawn, and the balance to the credit of each account.

  • Makes a full and complete itemized report of the finances of the District to the Board at the close of each school year.

  • Maintains separate accounts for the activity fund, food service fund, scholarship funds and any others established by the Board.

  • Oversees the inventory control of all District assets.

  • Works to develop a relationship with state legislators. Monitors legislation to keep the Superintendent and Board aware of legislative issues that may affect the district.

  • Attends WDE trainings to ensure continued compliance with programs, accounting & reporting guidelines.

  • Maintains a business office culture that is inviting to & supportive of all district staff.

TERMS OF EMPLOYMENT: Approximately 260 days; salary and fringe benefits to be set by the Board of Trustees.
