Summary

This position is in the office of the Health Care System Director at the Sheridan Veterans Administration Health Care System (VAHCS) in Sheridan Wyoming, with oversight of Community Based Outpatient Clinics (CBOCs), where the incumbent performs a variety of duties in a Level-3 complexity Health Care System. The Associate Director acts as a member of the Senior Management Team.

Responsibilities

The incumbent is the Associate Director (AD) for the Sheridan Veterans Affairs Health Care System, is organizationally aligned within the Office of the Health Care System Director, and reports directly to the Health Care System Director. The Associate Director is accountable to the Health Care System Director for the effective operation of services provided at the Sheridan VAHCS. The incumbent participates on a daily basis in administrative and managerial discussions and decisions toward a comprehensive medical treatment program. In this regard, the incumbent must assure that administrative policies are coordinated with, and supportive of, clinical activities and the maintenance of accredited quality of care, requiring an active leadership role.

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2021.

    Time-In-Grade Requirement GS-14: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

    You may qualify based on your experience described below:

    Specialized Experience: To qualify for this position at the GS-14 level, you must possess at least one year of specialized experience equivalent to the next lower grade level (GS-13 level) in the Federal service. Specialized experience is progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

    • Advanced knowledge and ability to direct complex administrative management systems.
    • Working knowledge and understanding of general clinical systems as they relate to patient care, the primary mission of the health care system.
    • Applies the fundamentals of Human Resource Management organizational design, position management, position classification, recruitment and placement, pay, workers compensation, training, employee relations, and labor relations.
    • Maintains the productive relations with various groups, organizations, and institutions, including but not limited to, medical schools, colleges and universities, accrediting agencies, local non-profit organizations, volunteer groups, news media, city and state government, and congressional offices.
    • Coordinates with the internal review systems to ensure that both clinical and administrative activities are in compliance with standards issued by various accrediting agencies, regulatory groups, oversight bodies, and higher agency authorities such as The Joint Commission (TJC), Office of the Inspector General (OIG), Occupational Safety and Health Administration (OSHA), etc.
    • Affect a process of oversight inspections to determine compliance with policies governing areas like cleanliness, maintenance, safety, fire prevention, equipment utilization, supply economy, and linen control.
    • Analyzes competing demands for resources and must stay abreast of new and existing technology and administrative concepts and analyze them with the needs of the Health Care System in mind.
    • Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and
    • Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs.
    In addition, applicants should possess the following:

    • Experience planning, organizing, directing, coordinating, controlling, reviewing, evaluating and improving medical care and treatment.
    • Skilled in leadership and management principles, dispute resolution, have experience developing and implementing long and short-range plans that meet medical center objectives including experience with fiscal management tools such as cost-benefit analysis, statistical analysis and resource allocation.
    • Exceptional oral and written communication capacities with tenured experience interfacing with VHA Leadership and Community Stakeholders.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

    Physical Requirements: Most of the work performance is at a desk, in an office setting. The position does require touring of the medical center for direct supervision, survey and environment of care issues. The incumbent occasionally carries books and papers to and from meetings and conferences.
