GENERAL DESCRIPTION:

The District Construction Support & Technical Specialist will serve as support for Construction, Maintenance, and Traffic Program's technology, including Construction Surveying, CADD, Electronic Documentation/Construction Management System, and Falcon; asset management, technical assistance for seasonal snow removal operations with GPS equipment, and GIS management. Assist in reviewing construction projects left to contract in the District to ensure the project documentation and contractor payments comply with all Department, State, and Federal requirements before final payment and project closeout. Assist in checking and recommend changes to preliminary and final plans for complex projects; assist and collaborate with assigned Project Engineers, Engineers I and II, and Technicians on a highway construction project from its inception through design, construction, and to the contract completion; assist and collaborate with assigned District personnel from all programs for maintenance and traffic operations.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Provide support and training to the District employees so they can effectively and efficiently perform their duties. The Department uses many engineering software technologies such as Computer-Aided Design and Drafting software, Electronic Documentation System/Construction Management System software, and document management software. Additionally, the Department makes extensive use of GPS and conventional surveying technology and software for activities including preliminary and construction surveying, collecting quantities for contractor payments on various projects, and asset management.

  • District employees support the use of this software and equipment by providing assistance and guidance on usage and troubleshooting issues. Provide training for construction employees around the District on using this software and equipment, and perform necessary upgrades. Assist with the development of technology and procedures for using this software and equipment statewide.

  • Assist and train District personnel on proper documentation and collection practices to ensure compliance with Department, State, and Federal requirements.

  • Verify and ensure all documentation of pay quantities, labor compliance, contract time, contractor payments, materials testing records and adjustments, and other pay adjustments meet the requirements of the Department of Transportation (including the Standard Specifications for Road and Bridge Construction and the WYDOT Construction Administration Manual) upon completion of the work.

  • Preliminary project work: Assist District personnel in the preparation of engineer recommendations for the design of a variety of projects to include those of a high level of complexity; prepare, check and recommend changes to preliminary and final plan issuances; collect and prepare survey data used in the design of highway plans.

  • Assist employees on highway projects for contract administration and/or to provide guidance and technical assistance, including generating staking/grading control models; quantity computations for surveyed items and earthwork; field designs; quality control/verification of field data submitted to various WYDOT programs; other complex survey or CADD activities; miscellaneous tasks, as developing interactive forms in PDF/Office; provide training and technical support for Trimble, CADD, Construction Management System, etc.

  • Assist other WYDOT programs: Maintenance with design/staking of small grading projects, stockpile measurements, asset management, guiding equipment during the opening of seasonally closed roads; GIS/asset management.

  • Assist and/or direct survey crews setting construction stakes, checking documentation, measuring pay items, inspecting construction, assisting with the project final. Assist in the supervision, management, and training of personnel involved in surveying, inspection, material testing, and documentation. Training, coaching, and mentoring other engineers or technicians, preparing documents, and analyzing data.

  • Provide technical assistance and expertise to all District programs, agencies, or outside entities.

Qualifications

KNOWLEDGE:

  • Ability to build upon the knowledge and experiences learned at an Engineer I or Senior Construction and Field Survey Specialist position within WYDOT or a position comparable within WYDOT or the private sector.

  • Knowledge with familiarity in various construction and survey practices and industry practices for the above-described work.

  • Ability to coordinate and direct the work tasks described above through the various programs within the District.

  • Knowledge of methods and techniques of surveying and engineering drawings and calculations.

  • Knowledge of concepts, principles, and highway engineering and roadway planning, construction, and design practices.

  • Knowledge of computer software used in the design and calculation of project information.

  • Skill in dealing with people, interpersonal relations, oral and written communication, following directions, critical thinking, complex problem solving, judgment, and decision making.

  • Skill in surveying, materials testing, documentation, and computer operation.

  • Ability to interpret plans, specifications, and other project documentation.

  • Ability to know when to escalate a problem to a higher authority.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree

Experience:

0-3 years of progressive work experience (typically in Construction and Field Surveying) with acquired knowledge at the level of an Engineer I or Senior Construction and Field Survey Specialist

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Construction and Field Surveying) with acquired knowledge at the level of a Senior Construction and Field Survey Specialist

  • Occasional overnight travel is required.
