General Summary:

The Optical Network Engineer is responsible for creating optical transport capacity solutions to support delivery of managed wavelength services. Projects may include greenfield builds, capacity augments, grooms or decommission of circuits/systems. Budgetary and engineering skills will be used to support various departments, including sales, operations, and other business units in the service delivery process. The Optical Network Engineer must possess a strong desire to learn optical transport technologies, define and communicate standardized specifications, and excel in a fast-paced and growing organization. Serves on Range Corporate planning teams and assists in the engineering of Range Corporate COE as requested. Assists in the development of annual capital and expense budgets. Maintains current knowledge of new technologies and systems as they are developed. Interacts primarily with company personnel and vendors, and occasionally with customers. Carries out responsibilities with minimal supervision. Comply with all policies and procedures as contained in the Employee Handbook, Safety Manual, HIPAA Security Policy, Company Security Policy, and with departmental policies and procedures. Maintains confidentiality of all company proprietary information. Perform other duties as assigned by the supervisory personnel.

Essential Job Functions:

1. Performs tasks associated with the engineering, upgrade, technical oversight, and support for Range optical and electrical transport networks including the DWDM, SONET, IP and TDM network infrastructures, equipment, and services.

Standards

  • Network planning and design including network protection schemes, network synchronization, and bandwidth availability and utilization.
  • Circuit design as per customer specifications including circuit protection, transport network selection, and interworking across networks. Engineers and prepares work order documentation for completion of projects associated with areas of responsibility.
  • Planning, upgrade, and evaluation of the networking equipment used in the DWDM, SONET, and TDM networks.
  • Research and investigation of new DWDM, SONET, and TDM network elements and features.
  • Optical link loss-budget analysis and management for the DWDM and SONET networks.
  • Network synchronization design, upgrade, and maintenance.
  • Provide Tier 3 technical support for diagnosing and resolving DWDM, SONET, TDM, and customer equipment issues.
  • Provide technical support for the network surveillance, provisioning, installation and repair, operations, sales, and marketing departments.
  • Provide the planning, implementation, and coordination of DWDM, SONET, and TDM network maintenance and restoration activities.
  • Provide engineering support during the installation and turn up of DWDM, SONET, and TDM network elements and CPE.
  • Reviews and makes recommendations to supervisory personnel for new and improved engineering practices and technology.
  • Creates and maintains standards and practices for all areas of responsibility.
  • Develop and maintain technical documentation and database information for the DWDM, SONET, and TDM networks and circuits.
  • Provides internal support & training as requested on related areas of responsibility.
  • Maintains confidentiality of customer information.

2. Capacity planning and management of available and utilized bandwidth on the DWDM, SONET, and TDM networks.

Standards

  • Reviews network traffic, usage, and capacity data to assess needs for new equipment or upgrades on a routine basis and makes recommendations for projects to be included in the annual budget.
  • Assists in the preparation of short term and long-range planning documents, including projections of growth and demand for existing and new services.
  • Maintains records as necessary to accurately carry out all network planning functions.

3. Assures that all paperwork related to projects is completed accurately. Prepares various documents such as, work orders, purchase orders, records of equipment, facilities and systems, design layout records (DLR’s), circuit ID’s database, and budget paperwork.

Standards

  • Completes time sheets in a timely and accurate manner.
  • Prepares work order documents according to company and department procedures.
  • Prepares purchase orders or purchase requisitions after obtaining competitive bids from multiple vendors.
  • Prepares and maintains network and central office records.
  • Prepares reports requested by supervisory personnel in a timely and accurate manner.
  • Completes and maintain design layout records (DLR’s) for all special circuits, to include but not limited to A-Z circuit provisioning, customer circuit ID’s, customer contact information and Billing ID.
  • Prepares budget documentation requested by supervisory personnel in a timely and accurate manner.
  • Maintains a safe and secure work environment.

4. Coordinates joint activities with other company departments, employees and contractors as required.

Standards:

  • Interacts with employees and other departments to provide technical guidance and coordinates activities associated with the design and implementation of work orders for services, or applications.
  • Distributes notice of field activities (NOFA’s) to all MSA/SLA customers.
  • Exchanges problem resolution, best practices, tips-of-the-trade, and lessons learned with employees to capitalize on experience and expertise for maximum benefit across company operations.
  • Provide technical support for circuit interconnections with LECS, ILECS, and IXCs.
  • Trains company employees as requested on topics related to job functions.
  • Presents information to management and makes recommendations for changes and resources (hardware, software, training) required to maintain and/or improve communication, data, and video services.

5. Comply with all policies and procedures as contained in the Employee Handbook, Safety Manual, Customer Proprietary Network Information (CPNI) Policy, Company Security Policy, and with departmental policies and procedures. Maintain confidentiality of all company proprietary information.

6. Performs other duties as assigned by supervisory personnel

  • These tasks do not meet the Americans with Disabilities Act definition of essential job functions and are usually less than 5% of time spent. However, these tasks still constitute important performance aspects of the job.

Knowledge, Skills, and Abilities:

  • Knowledge and background with AC and DC power systems, fiber optic transmission and transmission systems, and electrical cabling and transmission systems. Knowledge of central office technologies, equipment, and engineering principles.
  • Knowledge of digital switching technology.
  • Knowledge of Internet Protocol switching technology.
  • Knowledge and experience with optical link loss budget analysis for DWDM and SONET optical links.
  • Knowledge of current network and central office testing equipment and methods.
  • Knowledge and experience with network synchronization and timing distribution.
  • Knowledge and experience with telecommunications standards including Telcordia, ANSI, MEF and ITU.
  • Knowledge of communications and data circuit design and engineering principles.
  • Knowledge of equipment protection and grounding practices, transmission systems, and subscriber and trunk carrier systems.
  • Knowledge of computer hardware and common software applications.
  • Knowledge and experience with Microsoft software applications including Microsoft Word, Excel, Power Point, Visio, and Outlook.
  • Knowledge of TCP/IP design protocols
  • Knowledge of industry standards for both copper and fiber communications wiring, cross-connecting, and testing practices.
  • Skill in written and oral communications.
  • Skill in operating various office equipment including computer, facsimile, copier, etc.
  • Proven problem-solving skills with experience and background in solving complex design, network, and circuit problems and issues.
  • Ability to perform network planning for both long range and short-term engineering.
  • Ability to maintain required documentation of services, network facilities and equipment.
  • Ability to meet scheduled deadlines by working independently or in a team environment.
  • Ability to prioritize and handle multiple tasks and communicate status in a timely manner.
  • Ability to prepare necessary documentation for implementation of network and central office projects.
  • Ability to work effectively with others, including co-workers, contractors, and vendors.
  • Ability to learn new techniques and technologies.
  • Ability to hold a valid Wyoming driver’s license.
  • Ability to interact with company personnel, vendors, and customers in a professional manner.
  • Ability to understand company documents, including maps, work orders, service orders, trouble tickets, etc.

Education and Experience:

A bachelor’s degree in electrical engineering or related field PLUS four years relevant telecommunications engineering experience.
