GENERAL DESCRIPTION:

The Wyoming Department of Transportation (WYDOT) is an agency committed to providing a safe, high-quality, and efficient transportation system for the State of Wyoming. WYDOT now seeks a full-time Senior Staff Technician located in Sheridan, Wyoming. This position assists the District Maintenance Engineer and District Staff in planning and administering the activities, equipment, and materials in the District budget with a focus on ensuring a safe, high quality, and efficient transportation system. Communicate with department branches, governmental agencies, contractors, and the general public regarding operations and project status.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Administers and monitors budget expenditures, overruns, and underruns, build reports, and conduct all budgetary processes.

  • Determines yearly road section assets needs, tools and equipment, and overhead needed for budget development

  • Collaborates and assists in the development of Long Range Maintenance Plans.

  • Collaborates with Area Maintenance Supervisors to identify projects, including the State Transportation Improvement Plan (STIP), and complete field estimates for quantity, cost, and details required to successfully execute the implementation of the project.
  • Assists with developing training and helps train in all aspects of maintenance operations, including being a Training Administer for the training documentation system.
  • Assists with determining and maintaining annual and quarterly work plan materials inventory and property needed to ensure adequate supplies and equipment to accomplish the district work plan.

  • Administers, develops, and coordinates licenses, permits, various repair and maintenance contracts or agreements, and other documents and programs affecting WYDOT's right of way, property, facilities, and/or personnel. (Permitting includes: Utility, Forage, Encroachment, Fence Removal/Modification, and Landscaping permits.) Demands compliance with WYDOT policies and State and Federal statutes.
  • Performs ERP and Agile Asset training.
  • Schedules, coordinates, and provides topics for Foreman, Area Supervisors, and other meetings as necessary.

  • MQC Survey Team Leader and coordinator summarize findings and build reports to assist with maintenance long-range plan development.

  • Assist District staff with scheduling, coordinating, and oversight of District-wide projects, including asphalt mix patching, snow removal contracts, and Hot Plant asphalt mixing operations; in addition, schedules the shared Hot Mix Asphalt Plant with other districts.

  • Coordinate multi-agency responses to weather, traffic, and hazardous materials spill related to incidents on roadways within NE Wyoming.
  • Travel extensively in the field and provide investigative expertise in particular areas for the specialized needs of WYDOT.

Qualifications

PREFERENCES/AGENCY REQUIREMENTS:

Candidate must have the ability to acquire the following: Hazardous Materials Specialist Certification and Permit-Required Confined Spaces Certification.

Agency may require a Class A Commercial Driver's License.

KNOWLEDGE:

  • Knowledgeable in principles, concepts, and current practices of management, including bidding and purchasing practices, accounting, maintenance operations, and budgeting.
  • Extensive knowledge of computer operations, software functionality, and integration to include Word processing, spreadsheets, databases, internet information gathering, designing, and web-based integrated ERP linear asset management and financial reporting systems (Agile Assets & PeopleSoft).
  • Knowledge of Hazardous Material spill response, clean-up, and disposal procedures.
  • Knowledge of DEQ Storm Water regulations and MS4 permit requirements.
  • Knowledge of Safe Work Procedures with OSHA compliance.
  • Possesses the skills needed to successfully communicate both orally and in writing to those within and outside the department in a clear and concise manner.
  • Skilled in evaluation, decision-making, work leadership, and management, including estimating materials, manpower, and equipment needs.
  • Utilizes basic engineering and accounting calculations and techniques with the ability to make accurate computations using personal computers, calculators, handheld GPS units, and various vehicle-mounted data gathering devices relating to highway budgeting, planning, construction, and design concepts.
  • Displays self-motivation, direction, and independent judgment in determining work methods.
  • Effectively and professionally deals with conflict and controversial issues.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Transportation Occupational Groups)

Experience:

0-3 years of progressive work experience in (typically in Transportation Occupational Groups) with acquired knowledge at the level of a(n) Staff Technician II

OR

Education & Experience Substitution:

4-6 years of progressive work experience in (typically in Transportation Occupational Groups) with acquired knowledge at the level of a(n) Staff Technician II
