    Summary

    This position, located in the Finance Department at this VA Sheridan Health Care System., composes a career ladder structure to the full performance level of Accounting Technician, GS-0525-07. The employee is responsible for maintaining and controlling accounts and accounting transactions in a highly complex finance and dual accounting system. The employee reconciles numerous general ledger accounts, which are reported to Central Office.

    Responsibilities

    The incumbent in the Accounting Technician position performs the work described as a team member while working with others to foster team spirit and commitment to achieve common goals. These duties include, but are not limited to the following:

    • Validates, monitors, controls, and maintains accounting transactions and accounting records for multiple accounts.
    • Reconciles subsidiary ledgers to general ledgers for accounts having a variety of transactions.
    • Researches discrepancies between ledgers and makes adjustments.
    • Reconciles detailed listings of outstanding transactions to general ledger accounts.
    • Maintains control accounts and subsidiary accounts and processes accounting transactions for a wide variety of functions including obligations, accrued expenditures, disbursements, appropriation refunds, reimbursable orders, earnings, collections, expenditure vouchers, cost transfers, rejected transactions, inter-fund bills, travel, training orders, and other accounts in connection with the general ledger.
    • Performs a variety of special assignments involving the collection, analysis, and reporting of data for budget preparation.
    • Participates in the internal audits of Fiscal programs, vulnerability assessments, systematic internal reviews, quality assurance programs, safety inspections, control point audits and many other program audits involving cost, obligation and receivable accounting systems.
    • Performs either the FMS obligator or payer function and is required to work in either function, as well as being cross-trained to facilitate future succession planning.
    • Provides assistance and training to fund control point contacts.
    • Recognizes and advises the supervisor and/or the lead accountant of unusual training needs for these contacts.
    • Provides backup coverage for the local VA Agent Cashiers.
    • Other duties as assigned to accomplish the goals of the Centralized Accounting Section, Fiscal Department, Medical Center, Veterans Integrated Services Network and VA Central Office as related to accounting or other activities.

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2019.

    Time-In-Grade Requirement: Applicants who are current permanent Federal Service employees in a career or career-conditional appointment and have held a GS grade any time in the past 52 weeks (full-time equivalency) must also meet time-in-grade requirements.

    Note: if you have not held a GS grade at any time in the past 52 weeks, this question does not apply to you.

    For this vacancy, applicants must have held grade GS-05 or higher for at least one (1) year to be eligible for the GS-06 grade level; and applicants must have held grade GS-06 or higher for at least one (1) year to be eligible for the GS-07 grade level of this position. The grade must have been held in the Federal service but may have been in any occupation.

    This does not apply to temporary, term or intermittent appointments in accordance with 5 C.F.R. §300.603.

    Physical Requirements: See VA Directive and Handbook 5019. The position involves work that is mainly sedentary but requires some bending, walking, standing and lifting/carrying (under 15lb) of supplies. Some assignments may involve more frequent walking, but these assignments may involve more frequent walking, but these assignments require no unusual physical demands to perform work. The incumbent will need to have the ability to verbally communicate and hear (aid permitted) using a telephone and must be able to type and operate computer equipment as an essential part of their position. The incumbent must be able to work closely with internal and external customers.

    Work Environment: The position may at times involve exposure to a work environment that may include intermittent excessive noise, dust, slippery or uneven walking surfaces, working around moving objects or vehicles. The incumbent may also be exposed to patients and contaminated materials and may be required to don protective clothing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working in stressful situations, able to shift priorities based on patient needs.
