Summary

The Program Support Assistant ensures that the outcomes, guidelines, resources, accountability, and consequences are aligned for administrative support of the care team's clinical, research and education mission.

Responsibilities

Organizational Support:

Maintains the Mental Health Service organization chart, and ensures the HR Manning document is correct. Works with various section supervisors and the ACOS of Mental Health Service to ensure correct distribution of staff. Works with the AO to develop documents for submission to the Resource Management Committee to generate recruitment, organizational change, and modification of positions in Mental Health Service. Maintains master list of Mental Health Service staff and accomplishes necessary personnel actions through collaboration with the Administrative Officer, Mental Health Service and the ACOS of Mental Health. Maintains

compliance data for VACO and VISN programs.

Is the lead Mental Health contact for fiscal and educates Mental Health leadership and staff on pay and leave administration, timekeeping, training and other employee pay systems. Is the lead in Mental Health working with Human Resources Management programs such as performance appraisals, proficiencies, performance pay, and the Ongoing Professional Practice Evaluation. Provides effective planning direction for the organization by taking the initiative to identify needs and potential issues/concerns and devising flexibilities in operation and constructive cost effective approaches to the resolution of problems.

Audits, inspections and training:

Responsible for education of Mental Health Service staff in compliance issues. Responsible for care team maintaining target levels for compliance parameters. Develops procedures and systems for establishing, operating, and assessing the effectiveness of clinical clinics and mental health units for Veterans Equitable Resource Allocation (VERA). Resolves and improves complete workload reporting issues for the Mental Health Service team. Educates and trains

providers, administrative, and clinical staff on workload accountability. Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line or operating programs. Resolves audit/inspection activities for Mental Health Service by working with Mental Health Leadership; Insures compliance of Mental Health Clinical and Administrative staff with established standards for the electronic patient record.

Designs studies, training programs, and organizational strategies for identifying opportunities to improve internal customer service and process quality. Using collected data to analyze key steps in inpatient and outpatient processes to identify potential for significant quality process improvement. Assists Administrative Officer, Mental Health Service to develop realistic quality improvement plans.

Contract Support:

Administers contracts under the Mental Health Administrative Officer as a Contracting Officer Technical Representative (COTR). Maintains biannual training for this certification under Fiscal Service. Ensures that services are provided according to contract and certifies invoices for payment. Obligates funds for individual contracts and maintains budget controls. Works with Fiscal Service staff to troubleshoot problems and maintain timely contract support. Works with contractors to ensure efficient and high-quality delivery of contracted services. Participates in contract development by providing Statements of Work and Government Estimates by direct

research of available markets, salary surveys, and other VA facilities.

Customer Service:

The incumbent acts as the MHSL ADPAC for all OI&T requests. This position is responsible for assisting with the preparation and implementation of the business contingency plans for system failure specifically addressing manual system backup plans addressing how day to day business will be conducted for long and short-term outages. Collects physical and data security needs for the service areas. Collects individual needs to determine menu access for staff and employees from VISN VA facilities. Ensures 0I&T assigns appropriate access to terminal and file codes for the purpose of controlling access to the patient and medical records.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/19/2021.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS06 position you must have served 52 weeks at the GS-05 and for a GS-07 must have served 52 weeks at the GS-06 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

    You may qualify based on your experience as described below:
