    Summary

    This position is within the Sheridan VA Healthcare System Human Resources Management Service Line and will assist in the daily activities with respect to Personal Identification Verification (PIV) duties for the facility. The Security Assistant will perform work in support of the established security programs.

    Responsibilities

    Major Duties Include:

    Performs the work related to collecting, organizing and/or tracking of information in support of the security enforcement program.

    Assists other staff in determining compliance status of security sites for use in inspection and enforcement targeting and identifying potential violators.

    Coordinates requests for appointments and makes determinations of the need for additional staff and personnel to be in attendance and is responsible for resolving problems without involving other personnel.

    Provides general information and counseling services to employees of all grade levels concerning VA policy and other directives related to the administration of the PIV process.

    Obtains documents, files and background Information on the basis of general instructions and independently searches files from Criminal Identification and Investigation (Cll), National Crime Information Center (NCIC), Department of Motor Vehicles) and the district courts, Federal, State, local and civil. Duties require a thorough understanding of police policy and procedures so that he/she can determine which files are pertinent to a wide array of situations.

    Responsible for biometrics captures, PIN number resets, sponsors and coordinates PIV duties as directed by the HRMS Registrar and Personnel Security Specialist.

    Coordinates contractor and volunteer badges and flash badges. The Security Assistant must operate photographic machines, PIV printing machines and biometric capture (fingerprint) machines and must perform all duties in accordance with Homeland Security Presidential Directive (HSPD-12).

    The Security Assistant will become thoroughly familiar with HSPD-12 when performing all PIV functions.

    Primary duties are to perform clerical and assistant tasks in support of established security programs (e.g., personnel, physical, information, or industrial security) when such work requires, in addition to general administrative and/or clerical skills, practical knowledge of specific security objectives, programs, methods, and procedures, and skills In carrying out support tasks related to security administration. The work of processing transactions and performing various office support and miscellaneous clerical and assistance duties within a framework of procedures, precedents or instructions.

    Physical Requirements: The work is sedentary in nature. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers, books, small parts; or driving an automobile, etc.

    No special physical demands are required to perform the work, but the incumbent is, at times, exposed to potentially dangerous and volatile individuals that frequent the duty station. She/he must, therefore, be familiar with security procedures as well as self-defense techniques.

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/06/2020.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    You may qualify based on your experience and/or education as described below:

    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing clerical and administrative duties such as preparing and maintaining security files and records, drafting routine correspondence relating to security, and providing customer service in support of security programs. OR,

    • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have four or more years of education past high school. OR,

    • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
