Summary

The incumbent is responsible for a variety of technical, training and administrative duties for the Education Department including training, course management, instruction, the TMS Helpdesk, and supporting the Education and Library services with ad-hoc assignments.The incumbent facilitates compliance with regulating areas that have an impact on VISN and VA Headquarters.

Responsibilities

Academic Affiliations and Health Professions Trainee Management:

Participates in strategic planning as it relates to Education Programs for Health Professions trainees and utilization of VACAA, VERA, and other OAA related funding such as grants.

Serves as the technical expert in matters related to medical student, medical resident, and associated Health Professions Trainees registration, processing, orientation and education tracking. Develops, maintains and monitors processes for request for trainees, academic affiliations, TCQVL, PIV sponsorship, and other administrative functions. Ensures that all HPT's meet both local and OAA requirements prior to onboarding with the VA. Functions as the primary point of contact for health professions trainees and local program directors as well as Academic Affiliates.

Tracks all Academic Training Programs at the VA. Ensures that local program directors receive training on local processes.

Coordinates with HR to ensure accurate processing of Health Professions Trainees, both paid and Without Compensation (WOC). Reviews and prepares correspondence with OAA. Submits reports to OAA accurately and timely. Ensures that written communication, including proposals, are completed and meet OAA requirements. Incumbent works closely with all Services to ensure appropriate actions are taken in regard to student trainees, Associated Health trainee positions, and Resident trainees.

Plans, prepares, and submits requests for proposal through the Office of Academic Affiliations under the direction of the DEO. Ensures that RFP's are complete, routed appropriately and submitted correctly.

Financial administration: Tracks funding through RFP's, VACAA, and VERA funding that is received by the facility for Health Professions Training.

Serves as the coordinator of the monitoring and auditing processes for the disbursement agreement. Prepares and submits disbursement agreements for physician residents and ensures accurate timely payment that meets OAA regulations and financial policies. Develops and completes internal auditing system for disbursement agreement payments. Prepares training for Program Directors who oversee health professions trainees on disbursement agreements. Audits schedules and attendance for accurate payment of disbursement agreements. Communicates effectively with finance.

Maintains all SOP's and MCP's related to Health Professions Trainees at the Sheridan VA. Maintains technical and electronic systems associated with the management of Health Professions Trainees to include Excel, Access, and LEAF. Attends National DEO calls and remains up to date on changing OAA policies and procedures. Ensures that local policies and SOP's remain updated with any national changes.

Serves as administrative support for the Medical, Associated Health and Dental Education Committee as well as the local affiliate council. Schedules meetings, prepares agenda, and prepares minutes for meetings in a timely manner. Ensures approval by appropriate committee chair and submission to oversight Committees or Boards. Ensures compliance with local governance rules and guidelines.

Serves as primary point of contact for Health Professions Training for oversight bodies such as Joint Commission and OIG.

Field Accreditation Program Management:

Responsible for all administrative functions related to field accreditation of on-site trainings. Communicates with education providers, Service administrators and Service Chiefs, and Field Accreditation Service (a component of Employee Education Service). The position coordinates, evaluates and manages courses which are well-organized. Collects required information to include learning objectives, Curriculum Vitae (CV's) of education providers, attendee information, etc Reserves space and advertises offerings to appropriate audiences. Ensures recording of attendance in courses and collects, collates and provides feedback to presenters.

Education and Training Support:

Serves as back-up TMS administrator for simple tasks such as assignment and recording of training and running of reports.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.     You may qualify based on your experience and/or education as described below:

    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
    • Supervising or administering a training program.
    • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
    • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

    • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related
