    Summary

    The Associate Chief Nurse provides primary assistance to the Nurse Executive in the administration of Nursing Services for Medical Operations and in guiding the overall management of the practice of nursing and the profession of nursing in the Sheridan VA Healthcare System. The breadth and scope of the Associate Chief Nurse role extends into all major practice areas, i.e. clinical, administrative, research, and education. This nurse provides a key leadership role in the strategic management.

    Responsibilities

    The Associate Chief Nurse serves as the direct supervisor for Nurse Managers in Medical Operations, which includes Urgent Care, Inpatient Medical Unit (unit 71), Home Based Primary Care, Nursing Officers of the Day (NOD), Community Living Center (CLC). In addition, serves as a nursing department liaison for Community Based Outpatient Clinics (CBOCs). The Associate Chief Nurse works closely with the Chief of Staff (COS) and Associate Chief of Staff (ACOS) primarily in overall programmatic development, execution and evaluation for Medical Operations services and care delivery.

    Provides a key leadership role in management and supervision of patient care programs and manages nursing and ancillary personnel and resources within the service areas. Functions include planning, organizing, directing, controlling and evaluating programs and outcomes. Provides attention to complex personnel management problems; participates in executive level decision deliberations, directing the integration of nursing and patient care activities in the mutual development and achievement of organizational goals and policy development. Provides guidance, direction, and oversight for the development and implementation and maintenance of established standards of nursing practice. This position has broad, complex leadership responsibility and oversight for evidence-based practice, integration and application of research, nurse sensitive quality indicators, quality outcomes and performance improvement.

    • Work Schedule: The shift for this position is classified as primarily Day shifts, with some unscheduled/occasional extended hours, holidays, nights or weekends as required.

    Qualifications

    Basic Requirements:United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.Must be proficient in written and spoken English

    Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.

    Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Note: ensure the 10-2850a lists all current or previous licensure for verification.

    Preferred Experience: Approximately 2-3 years of recent Home Base Primary Care Registered Nurse and/or Mental Health Nurse Management experience in conjunction with required years of experience set forth in qualification standard.

    Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:

    Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.

    Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.

    Physical Requirements: See VA Directive and Handbook 5019. The position must be able to perform duties within their service line clinical areas. The incumbent is primarily administrative where long periods of sitting and standing are expected. Prolonged periods of time exposed to computer screens with keyboarding, fluorescent lights, hard flooring, telephonic and virtual communication devices are essential to the job. The incumbent will be primarily in an office environment. However, the position requires flexibility to provide essential job functions in the area of supervision including clinical areas where patient care is provided. That environment includes exposure to infectious disease, blood and body fluids, hard flooring and bright lights, noise from monitoring devices and alarms. Environment of supervision and patient care have inherent stress from emergency situations, combative patients and/or psychiatric disorders and staff related interactions. The patient care environments and clinical area may require walking to and from buildings and outdoor exposure to the natural elements. The position encompasses environmentally tasks similar to the staff RN and nurse manager roles (see physical demands and other factors).
