    Summary

    Coordinate services provided by social workers and other Licensed Independent Practitioner (LIP) staff under their supervision with the Chief of Social Work Service and other service line managers. Provides direct report supervision to social workers, LIPs and other staff under their responsibility to include performance plan development, performance review/evaluation, management of time and leave, and handling matters of discipline in accordance with applicable regulations and Union Contract.

    Responsibilities

    Program Responsibilities

    • May provide case management as described in the assigned program rules, regulations, and directives. Utilizes various treatment modalities of individual and group work, casework, community organization, and community outreach activities to alleviate or remove problems that interfere with the program participants' ability to achieve independence.

    • Monitors the clinical care and assesses the compliance of the assigned program(s). When necessary, intervenes to facilitate compliance or corrective actions and, when appropriate, develops, facilitates, and monitors plans of correction.
    • Provides services and oversight of the program(s) assigned according to the rules, regulations, and directives including verification of veteran status and eligibility for participation in the program. This may include maintaining admission and discharge dates of participants for billing purposes, reviewing and approving/disapproving readmissions to and extensions of care, and if required, collecting and submitting participant information as outlined by NEPEC evaluations procedures.
    • Coordinates and participates in the inspection of program site, contract facilities and applicable rules, regulations, and directives as guidance and forwards completed inspection packages to the appropriate offices. When necessary, notes inspection deficiencies and establishes methods to monitor corrective actions and develops timelines for consequences as a result of inaction or insufficient actions related to deficiencies.

    Administrative / Supervisory Responsibilities

    • The incumbent is the direct report Administrative Supervisor for social workers, LIPs and other staff assigned to them and as such is responsible for:

    • Ensures personnel management that includes resolving employee complaints, grievances, or other related matters within the context of the union contract, local policy, and appropriate personnel policies, procedures and requirements.

    • Establishes and maintains position functional statements, for positions under their supervision in Social Work Service and communicates such standards to employees.

    • Counsels employees regarding poor performance or other unsatisfactory situations, takes disciplinary or appropriate action when necessary, concerning Social Work Service employees under their supervision. Ensures that job-related injuries are documented and processed in accordance with appropriate medical center requirements. Establishes, or ensures the establishment of work schedules, tours of duty, and time and attendance policies to ensure the accomplishment of necessary work based on local medical center requirements, personnel regulations and available resources.

    • Responsible for ensuring the assessment, evaluation and recommendation of personnel actions based upon clinical practice to the appropriate Professional Standard Board. Incumbent monitors social work compliance with licensure as required by VA qualification standards.
    • Establishes and maintains, or ensures the establishment and maintenance of, an effective reporting system that includes the preparation and review of all recurring and non-recurring periodic and locally required reports to ensure accurate and timely submissions.

    Qualifications

    Supervisory Social Worker:

    • b. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Master of Social Work.

    • Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.

      GS-12:

      (1) Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

      • (2) Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. (a) Ability to independently organize work, set priorities, and meet multiple deadlines.
      • (1) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
      • (2) Ability to ensure provision of clinical social work services.
      • (3) Ability to provide staff training and development.
      • (4) Skill in interpersonal relationships in dealing with employees, team leaders, and managers.

    Licensed Professional Mental Health Counselor Supervisor

    b. Education. Hold a master's degree in mental health counseling, or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to, Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling; and Marriage and Family Therapy. A doctoral degree in mental health counseling may not be substituted for the master's degree in mental health counseling.

    c. Licensure. Persons hired or reassigned to LPMHC positions in the GS-101 series in VHA must hold a full, current, and unrestricted license to independently practice mental health counseling, which includes diagnosis and treatment.

    GS-12:

    (a) Experience, Education, and Licensure. In addition to the basic requirements, candidates must have at least 1 year of progressively complex experience equivalent to the next lower grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.

    (b) Assignments. At this level, LPMHCs administratively supervise their licensed staff and/or graduates and may provide treatment to patients. They direct the development and implementation of services and treatment to patients through the administrative supervision, mentoring, and oversight of assigned clinical staff. Their experience must demonstrate practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment.

    (c) Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for GS-11 level, the candidate must demonstrate the KSAs below:

    1. Ability to administratively supervise other providers and conduct meetings.

    2. Ability to maintain a professional environment by following organizational policies, guidelines and safety standards.

    3. Ability to establish and clearly communicate guidelines and performance expectations for staff.

    Physical Requirements: Normal work of the position requires visual acuity (with the ability to read typewritten characters without strain, corrective lenses permitted), keen hearing, clear distinctive speech, and manual dexterity.
