    Summary

    These positions are located in Yellowstone National Park.

    Temporary positions not-to-exceed 1039 regular hours in a service year may be terminated sooner or extended depending on management needs.

    Responsibilities

    The typical seasonal entry-on-duty period for Yellowstone National Park is June thru August, but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty: 5/24/2020

    The incumbent serves as a group leader at a residential Youth Conservation Corps (YCC) program for youth ages 15 - 18 years old and for other work-related youth groups. The YCC Program is two, month long residential work-based learning programs serving 60 enrollees annually. Incumbent provides education and recreation opportunities as well as mentoring, guidance, and oversight to youth.

    The incumbent is responsible for planning and leading weekend recreational activities for up to 9 enrollees in or near Yellowstone National Park (day hiking, backpacking, swimming, rafting, park exploration, wildlife watching, fishing, journaling, and other opportunities to learn and experience the park). They will also be required to plan and supervise evening activities for all youth.

    Incumbent occasionally assists in leading a work crew on work projects. These projects may include a wide variety of land-resource improvement projects such as trail rehabilitation, fence construction and installation, food-storage box installation in campgrounds, native species conservation, citizen science, etc.

    Provides safe environment for self, coworkers, and enrollees - identifying and mitigating safety hazards. Responsible for the security, safety, and control of enrollees at all times on duty.

    Assists Program Manager in dealing with issues related to group living. Provides training for all aspects of YCC program operations. Mentors and counsels enrollees on personal and/or group matters. Positions typically last for 14 weeks.

    Area Information

    The YCC base camp/facility is located in Mammoth Hot Springs, headquarters of Yellowstone National Park, Wyoming, elevation 6,200 feet. Mammoth is a small community that includes a housing area, a small store, a post office, a medical clinic, a visitor center, and a hotel. The camp consists of a dormitory for enrollees and crew leaders, who are required to live there, and a cafeteria facility that is used for meals and meetings during the weekends. From Monday through Friday, work crews live in dorm or camp in frontcountry and backcountry campsites throughout Yellowstone National Park. Summer temperatures vary from 0 degrees at night to 100 degrees Fahrenheit in the day. Many community facilities such as stores, a drugstore, motels, and restaurants are available in Gardiner, Montana, 5 miles north of headquarters. All other services are available within 55 to 75 miles of Mammoth.

    • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
    • You may be required to travel overnight away from home up to 6 nights per month.

    • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

    Qualifications

    All qualifications must be met by the closing date of this announcement-12/18/2019-unless otherwise stated in this vacancy announcement.

    Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

    To qualify for this position at the GS-04 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

    EXPERIENCE: At least 6 months of general experience and 6 months of specialized experience comparable in scope and responsibility to the GS-03 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: group leader in community or residential recreation or training programs; counselor in a youth summer camp; instructor in a training program for the development of job skills; work that demonstrates the ability to be responsible for and lead and train members of a job crew; group activities leader in the Armed Services; unit leader-monitor-proctor for a dormitory group in a boarding school or other residential facility; aid or assistant to professional or specialist staff in such fields as personnel (private or government), employment guidance in a vocational or academic institution, social service, or manpower development; aid or assistant to professional or associate staff engaged in work of a social services nature in private, public welfare, government program, or community organizations, or in voluntary activities; or aid or assistant to professional or specialist staff working with individuals who are addicted to or abuse alcohol and/or drugs. . You must include hours per week worked and the grade level of any federal position.

    -OR-EDUCATION: Successful completion of at least two years of education above the high school level that (a) included at least 12 semester hours of subjects directly related to the work of the position,. You must include transcripts.

    Physical Demands: The work requires much physical exertion in the outdoors such as walking over wet, rough, uneven or rocky surfaces; bending, crouching, stooping, stretching, reaching, climbing or similar activities. Usually work requires average agility and flexibility. A hard hat must be worn as prescribed by regulations. All work projects are physical in nature and include backcountry trail maintenance and construction, campground restoration work, fence work, and a wide variety of research and resource management work projects. Significant mountainous hiking and backpacking (approximately 10 miles a day) is required during recreational outings, resource education activities, and accessing more remote backcountry work sites with often lifting or carrying equipment weighing more than 50 pounds.

    Working Conditions: The majority of the work is performed outdoors. Temperatures and weather extremes may be encountered in the performance of outdoor work. Incumbent must conduct duties in a safe and orderly manner so as not to injure self, enrollees, station personnel, or property with which entrusted. All work projects are completed with enrollee's safety in mind.

    The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
