    The Northern Rockies Servicing Human Resources Office in Yellowstone National Park, Wyoming, is accepting applications through USAJOBS to fill one temporary seasonal position of Biological Science Technician, GS-0404-07. This is a temporary position not-to-exceed 1730 hours within a service year (first entrance-on-duty date).

    Anticipated entrance on duty is May 2020.

    Responsibilities

    Within the Yellowstone Center for Resources (YCR) and under the guidance and direct supervision of Yellowstone's Outdoor Recreation Planner, incumbent organizes and executes natural resource projects related to visitor use and resulting impacts to natural resources. Collects, oversees collection of, and organizes field data using standardized data collection procedures; uses judgement to apply precedents and established techniques in new situations and to improve existing procedures. Ensures adequate quality control of data collected. Installs, operates, and maintains resource management equipment (e.g. infrared trail counters, GPS units, tablets, etc.)

    Serves as the field lead for a citizen science project implemented by Youth Conservation Corps crews. Trains staff and teenage volunteers on data gathering protocols and provides an overview of the project. Displays strong verbal communication and problem-solving skills, patience, a sense of humor, and the ability to work in high-stress situations with staff, teenage volunteers, and the visiting public.

    Makes field observations of natural resource conditions and levels of visitor use. Prepares draft project reports which includes preliminary data analysis using appropriate programs (e.g. Excel, ArcGIS, etc), graphs and charts, results, and recommendations for planning, protection, and mitigation activities. Will operate government vehicles in the performance of duties.

    PHYSICAL DEMANDS: The work is partially sedentary with prolonged standing, walking, and bending often required. Heavy items (e.g., equipment and packs up to 50 pounds) must be lifted and carried on a routine basis.

    WORK ENVIRONMENT: The work is performed in an office, laboratory, and in the field. Field work includes exposure to extreme weather conditions and terrain, pesticides, poisonous plants, biting insects and wild animals. Laboratory work may involve exposure to hazardous chemicals.

    Area Information: Park headquarters is located in Mammoth Hot Springs in Yellowstone National Park. Elevation at Mammoth is 6,200 feet. Temperatures vary from an average of 70 degrees Fahrenheit in summer to sub-zero at times in winter. A school is available, with kindergarten through 12th grade, in Gardiner, Montana, five miles north of headquarters. Free bus transportation is provided for school children between Mammoth and Gardiner. Many community facilities such as stores, a drugstore, day care, motels, and restaurants are available in Gardiner. A medical clinic is available in Mammoth. All other services are available within 55 to 75 miles from Mammoth.

    Qualifications

    To qualify you must meet the U.S. Office of Personnel Management's (OPM) Qualification Standards which include experience and/or education as listed in the Occupational Questionnaire and outlined below. All qualifications must be met by the closing date of this announcement-02/28/2020-unless otherwise stated in this vacancy announcement.

    Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year).You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    1. OPM'S QUALIFICATION STANDARDS FOR THE GS-0404-07. ( You may qualify based on experience and/or education)

    A. EXPERIENCE: Must have one year of specialized experience that demonstrates the knowledge, skill, and ability to successfully perform the duties of the position. EXAMPLES OF EXPERIENCE: Leading or coordinating field work in natural resource management or visitor use management; leading a volunteer natural resource or visitor use management program including training and leading the group in data collection; collecting and recording biological or visitor use data in a field setting using trail counters, tablets, and GPS units; and using computer software to compile and analyze biological or visitor use data. NOTE: To be creditable, this experience must have been equivalent in level of difficulty and responsibility to that of at least the GS-06 grade level in the Federal service.

    B. EDUCATION: Must have successfully completed one year of full-time study of graduate education (18 hours) directly related to the work of the position in scientific or technical courses such as biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture or mathematics.

    C. EXPERIENCE/EDUCATION: Must have a combination of specialized experience as described in A, above and education as described in B, above which totals at least one year. For example, 6 months of specialized experience at the GS-06 grade level (50% of the specialized experience) and completed 9 hours of full-time study of graduate education in related coursework.

    IMPORTANT: Non-Competitive Rehire Eligibility: Effective May 26, 2018, please note that a temporary seasonal employee can only maintain their non-competitive rehire eligibility if they work no more than a combined total of 1,040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

    If you have held a temporary seasonal appointment in the past 12 months, and have already worked the maximum 1,040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1,040 hours in your established service year will result in the loss of your non-competitive rehire eligibility. The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1,040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1,040 hours, unless granted an exception by the U.S. Office of Personnel Management (OPM).

    Employment may be extended or terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations.

    Exceptions to the General Time Limits for Temporary Appointment (Limited Approval): Effective December 3, 2019 through December 3, 2020, OPM has approved for only a 1-year period, an exception to the general time limits for certain temporary positions, which allows employees to be employed for up to 1,730 hours (as opposed to the less than 1,040 limit). Under this approval, employees appointed into these temporary seasonal positions ( e.g. working less than 1040 hours in a service year) may instead receive an exception to the general time limitations if they work not more than 1,730 hours, within the service year. Note: A temporary seasonal employee that has not previously exceeded 1,040 hours anywhere in the National Park Service (NPS) within their established service year is eligible for non-competitive rehire into a position that is covered by the temporary exception to general time limits, as outlined above.

    The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
