    Summary

    These positions are located in Yellowstone National Park, in the Concessions Management Division.

    Responsibilities

    The incumbent serves as a Concession Management Specialist in Yellowstone National Park's Division of Concession Management. He or she performs duties in administration of asset management, data management and cartographic technician work for concession management with facilities and operations in Yellowstone National Park. Yellowstone has one of the largest, most complex concessions programs in the Service, with 70 concession contracts and over 300 commercial use authorizations. Four of the park's concessioners are assigned over 800 National Park Service (NPS) facilities, many are historic, and are responsible for maintenance and construction projects to the satisfaction of the NPS. The incumbent's duties include updating concessioners' land assignment maps, utility maps, and general administration of concessioner facility projects. Duties also include meeting with concessioners and other NPS staff, and creating and maintaining both electronic and hard-copy administrative records. The incumbent must be familiar with entering information in Excel, Access databases, GIS and computerized maintenance management systems. The incumbent works under close supervision with other members of the concession management division and with concessioners to confirm compliance with the terms and conditions of concession contracts and the upkeep of concessioner facilities.

    Duties will be developmental in nature when filled below the full performance level.

    This position will be located at park headquarters in Mammoth Hot Springs in Yellowstone National Park, near the Wyoming/Montana border. Elevation at Mammoth is 6,200 feet. Temperatures vary from an average of 70 degrees in the summer to sub-zero at times in winter. A school is available, with kindergarten through 12th grade, in Gardiner, Montana, which is five miles north of headquarters. Free bus transportation is provided for school children between Mammoth and Gardiner. There is a preschool and daycare available in Mammoth. Many community facilities such as a grocery store, drugstore, motels, and restaurants are available in Gardiner. A medical clinic is available in Mammoth year-round. All other services are available within 55 to 75 miles from Mammoth. Government housing is not assigned for this position.

    To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

    EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: .administrative work that involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and the application of a substantial body of knowledge of principles, concepts, and practices applicable to Commercial Services Program(e.g., restaurants, hotels, marina, river guided tours); analyzing, evaluating, modifying, and developing the basic programs, policies, and procedures which facilitate the work of Commercial Services Program; financial and operational management in a Commercial Services Program; analyzing conditions and making comparison pricing related to commercial services; Monitor and Evaluate compliance with contracts or permits in the tourism industry; and administrative analysis, theory, and principles in adapting practice to the unique requirements of a Concession program. You must include hours per week worked.

    -OR-EDUCATION: Successful completion of at least one full year of graduate level education in a related field such as business administration, finance, accounting or other closed related subjects. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of this position. You must include transcripts.

    -OR-

    Superior Academic Achievement: A bachelor's degree in a directly-related field, as noted above, and meeting one of the criteria of S.A.A. - (1) Class Standing: must be in the upper third of the graduating class in a college, university or major subdivision, such as the college of Liberal Arts or the School of Business Administration, based on completed courses; OR (2)Grade Point Average (G.P.A.): Applicants must have a grade-point average of (a) 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed based on four years of education or as computed based on courses completed during the final two year of the curriculum; or (b) 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum; OR (3) Election to membership in a national scholastic honor society: Membership in a freshman honor society cannot be used to meet the requirements of this provision.

    Successful completion of a combination of education and experience as described above. To combine education and experience, first take required graduate education. . Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

    Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience.     Physical Demands: Work is primarily performed in an office setting. The position also requires familiarity with park resources and concession facilities and services which may require hiking on park backcountry trails, occasional overnight stays in the backcountry, which may require carrying a heavy backpack, horseback riding, bicycling, rafting, extensive walking, etc.

    Working Conditions: Much of the work is performed in a typical office environment, but much field work is required, including riding horses and snowmobiles, and being a passenger on snowcoaches, buses, boats, and stagecoaches. Wildlife abounds in Yellowstone, including, bison, grizzly and black bears, wolves, and elk. Extreme caution must be exercised with the wildlife.

    The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
