Under the guidance and direct supervision of the Supervisory Facility Operations Specialist, incumbents prepare various surfaces of interior and exterior components of buildings and other structures by mechanically and chemically removing old paint and rust, filling cracks, sanding and applying fillers and base coats. Wash, sand and treat surfaces with oil, turpentine, or other preparations. Select sophisticated methods of surface preparation to ensure a high quality, decorative finish. Mix stains, epoxies, enamels, varnishes, shellacs, lacquers, plastic paints and other surface coating materials. Apply coating materials using brushes, rollers, spray guns and other means of applications selecting techniques to produce a smooth textured and decorative appearance and meet thickness and level requirements. Set up, adjust, and operate spray painting equipment or other power painting equipment. Sand between coats as necessary to obtain proper adhesive between coats and specified finishes. Apply established safety rules and regulations and maintains a safe and clean environment. Assure proper fit of required safety equipment and clothing. Use and maintain tools such as brushes, rollers, spray guns, graining devices, viscosity testers, thickness gauges, compressors. Maintain project records and documents. Operate government vehicles in performance of daily duties. May perform other trade work for not more than 20% of time.

Physical Demands: Heavy physical effort is required in constantly reaching, bending, turning, and moving hands, arms, feet, and legs. Frequently lifts and carries items weighing up to 50 pounds . The painter prepares and coats surfaces from ladders, scaffolds platforms, and in situations where the surfaces to be coated are in cramped and hard to reach places. The work may be at extreme heights (such as water towers or tall buildings). This requires the ability to stand, stoop, bend, kneel , climb, be strapped into swing stages and work in tiring and uncomfortable positions. Ability to lift, carry and set up materials and equipment that weighs up to 50 pounds. Occasionally, may be required to handle materials and equipment that weigh in excess of 50 pounds.

Working Conditions: The work is done inside and outside, with dirt, spray, and fumes usually present. The employee is sometimes required to prepare, treat and coat surfaces outside in all types of weather. Protective equipment and clothing such as safety shoes, safety glasses or sun glasses, gloves, rain gear, hard hats, coveralls, respirators and other protective gear are required, which are sometimes heavy and uncomfortable. Frequent exposure to the possibility of cuts and bruises. Individual must follow prescribed safety practices.

These positions may be filled for a six month seasonal period. Employment may be terminated at any time due to weather conditions, funding, project needs, employee performance, or other considerations.

Anticipated Entry on Duty: April - May 2022.

AREA INFORMATION: Positions may be located at any of several locations within Yellowstone National Park. Most duty stations are 40-50 miles from the nearest gateway community with services (grocery stores, motels, restaurants, medical offices). A medical clinic is available in Mammoth Hot Springs. Park Headquarters are located at Mammoth Hot Springs, elevation 6,200 feet. Temperatures in the park may vary from negative 40 degree Fahrenheit or colder to 80 degrees above zero during the summer and winter months. Schools are available with kindergarten through 12 located in Gardiner, Montana, five miles north of headquarters. Many community facilities such as stores, a drugstore, motels, and restaurants are available in Gardiner. A medical clinic is available in Mammoth. All other services are available within 55 to 75 miles of Mammoth.

  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You may be required to complete training and operate a four-wheel drive vehicle.
  • If selected for a position/location required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.

Qualifications

To qualify you must meet the U.S. Office of Personnel Management's (OPM) Federal Wage System Qualification standards which include experience and a screen-out element as stated in the Occupational Questionnaire and outlined below.

OPM'S FEDERAL WAGE SYSTEM QUALIFICATION STANDARDS FOR THE WG-4102 OCCUPATIONAL SERIES:

1. Ability to do the work of a Painter, WG-4102-09, without more than normal supervision (SCREEN-OUT ELEMENT). Incumbent/s must be able to produce properly painted surfaces which are uniform in appearance, color, texture, hiding, and sheen; free of foreign material, lumps, skins, runs, sags, holidays, misses, or insufficient coverage; free of drips, splatters, spills, or overspray which were caused by the painting and workforce. Must be able to determine whether a surface has been "properly painted" and examined without magnification at thirty-nine (39) inches or one (1) meter or more, under finished lighting conditions, and from a normal viewing position.

Meeting the screen-out element will be determined by your, 1) Ability To Interpret Instructions, Specifications, etc. (other than blueprints), 2) Ability To Use and Maintain Tools and Equipment, 3) Dexterity and Safety, 4) Knowledge of Materials, and 5) Technical Practices (theoretical precise, artistic).
