    These positions are located in Yellowstone National Park.

    Salary is based on 2019 rates, and will probably change somewhat in 2020.

    Responsibilities

    Temporary positions not-to-exceed 1039 regular hours in a service year may be terminated sooner or extended depending on management needs.

    The typical seasonal entry-on-duty period for Yellowstone National Park is mid April thru September, but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty: April 12, 2020

    Temporary positions not-to-exceed 1039 regular hours in a service year may be terminated sooner or extended depending on management needs.

    The incumbent serves as a co-director of a residential Youth Conservation Corps (YCC) summer program for youth ages 15-18. Directs and coordinates most aspects of the day-to-day operations of two, month-long residential programs serving 62 youth. Oversees work crews assigned to projects throughout Yellowstone. Trains staff and enrollees, manages the YCC facility, and coordinates other youth work program assignments. Directors typically work for 25 weeks.The YCC program consists of four primary components: the work program, the resource education curriculum, recreation activities, and career development and mentoring. Incumbent is responsible for management of day-to-day administration and supervision of YCC staff responsible for accomplishing program goals and objectives. Work projects include a wide variety of land-resource improvement projects such as trail rehabilitation, fence construction and installation, food-storage box installation in campgrounds, native species conservation, citizen science, etc.Provides resource training to enrollees using the five components of the Yellowstone YCC Leadership Curriculum-Leadership, Sustainability, Stewardship, Ecological Relationships, and Cultural Heritage. Recreational activities include week-end outings and park field trips. Career development and learning sessions take place each week. Responsible for the security, safety, and control of enrollees at all times on duty. Assists supervisor in dealing with issues related to group living. Schedules, assigns and assures duties are accomplished. Reports on work projects, enrollee time, attendance, and performance, food preparation management, equipment and inventories, safety program, purchasing, fleet management, inter-divisional communications, etc. Mentors and counsels teen enrollees on personal and/or group matters.

    The YCC base camp/facility is located in Mammoth Hot Springs, headquarters of Yellowstone National Park, Wyoming, elevation 6,200 feet. Mammoth is a small community that includes a housing area, a small store, a post office, a medical clinic, a visitor center, and a hotel. The YCC facility consists of a dormitory and a dining facility. From Monday through Friday, work crews live in the dorm or camp in frontcountry or backcountry campsites throughout Yellowstone National Park. Summer temperatures vary from 0 degrees at night to 100 degrees Fahrenheit in the day. Many community facilities such as stores, a drugstore, motels, and restaurants are available in Gardiner, Montana, 5 miles north of headquarters. All other services are available within 55 to 75 miles of Mammoth.

    • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

    SELECTIVE FACTOR: This position performs work overseeing a residential youth program, and requires demonstrated experience dealing with the responsibility and safety of minors while leading or directing residential outdoor youth programs. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.

    To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

    EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: supervising volunteers, interns, and youth work groups and assisting with oversight of seasonal staff. You must include hours per week worked and the grade level of any federal position

    -OR-EDUCATION: Successful completion of at least one full year of graduate study in one of the following fields: natural resource management, natural sciences, marine biology/sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, wetlands ecology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. (One year of graduate education is 18 semester hours or 27 quarter hours) You must include transcripts.

    Successful completion of a combination of education and experience as described above. For example, 6 months of the specialized experience described in A above (50% of the experience requirement), and one-half year (9 semester hours or 14 quarter hours) of directly-related graduate level college study in an accredited institution (50% of the qualifying education).You must include transcripts.

    Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

    To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.     Physical Demands: The work is both indoors and outdoors and requires physical exertion such as walking over wet, rough, uneven or rocky surfaces; bending, crouching, stooping, stretching, reaching, climbing or similar activities. Usually work requires average agility and flexibility. A condition of employment is wearing of a hard hat/helmet as prescribed by regulations. All work projects are physical in nature and include backcountry trail maintenance and construction, campground restoration work, fence work, and a wide variety of research and resource management work projects. Significant mountainous hiking and backpacking (approximately 10 miles a day) is required during recreational outings, resource education activities, and accessing more remote backcountry work sites with often lifting or carrying equipment weighing more than 50 pounds.

    Working Conditions: The majority of the work is performed outdoors. Temperatures and weather extremes may be encountered in the performance of outdoor work. Incumbent must conduct duties in a safe and orderly manner so as not to injure self, enrollees, station personnel, or property with which entrusted. All work projects are completed with enrollee's safety in mind. Duties require both indoor and outdoor activities in a wide range of temperatures and climatic conditions experienced during the summer months. Outdoor conditions may include temperature extremes from 20 degrees to 100 degrees Fahrenheit with low relative humidity. Snow depths in higher altitudes may vary from one to six feet. Inclement weather may be expected during much of the year. Work is performed at altitudes of 5,500 feet to over 10,000 feet. The work environment is often one of high stress caused by long hours, heavy workloads, short deadline, and caring for minor children who are away from their parents in a multi-week overnight camp environment for the first time. Work is in bear country and other large-mammal habitats.
