    Summary

    Permanent (Career-Seasonal): This position issubject to release and recall procedures. Position includes all the benefits of permanent employment, but does not provide employment on a year-round basis. Selectee will be in a non-pay/non-duty status for at least 2 weeks but no more than 6 months based on project requirements or weather conditions. The non-pay time for this position is expected to be for a two week period during the month of November.

    Responsibilities

    • Assist in the operation of the water treatment plants in the Canyon and South district, with progressive increases in responsibility through full performance level of primary and backup operator.
    • Assist in the operation of the wastewater treatment plants in the Canyon and South district, with progressive increases in responsibility through full performance level of primary and backup operator.
    • Perform routine maintenance and repair of water and sewer systems, including plumbing fixtures, service lines and valves, sinks, toilets, urinals, faucets, valves and traps.
    • During the winter season, other duties will be required, including operating snow blowers, shoveling roofs and sidewalks, janitorial duties, and other duties assigned by the district maintenance supervisor.
    • The incumbent will perform progressively more difficult assignments until the full performance level of WG-5406-09 is attained.

    • U.S. Citizenship required. Meet Selective Service Registration Act requirement for males. Must be 18 years of age.
    • Appointment subject to background investigation and favorable adjudication.

    • If you are a new employee in the Federal government, you will be required to complete a one-year probationary period.
    • Must have or be able to obtain water/wastewater certifications as reflected in the assessment. If in a state other than Wyoming, must seek reciprocal certification and obtain within six months.

Address your knowledge, skills and/or abilities in the areas shown in the job-related factors. Experience meeting the minimum qualifications includes:

    WG-7 level: experience assisting other operators in wastewater and potable water treatment systems to assure that the facilities water and wastewater effluent meets the requirements established by state and federal agencies; experience included work in a water or wastewater treatment facility performing laboratory tests to assure regulatory compliance, evaluating plant or system efficiency and process control which included the collection system, lift station and treatment plant; monitored, maintained, and repaired facets of a sewer and water operation including repair work on plumbing fixtures, service lines, water mains, and valves.

    WG-8 level: experience that demonstrates the ability to serve as an intermediate level operator for a water and wastewater treatment system and related collection and distribution systems to assure it's effluent meets the requirements established by state and federal agencies; this included performing laboratory tests to assure regulatory compliance, evaluating a plant or system's efficiency and process control; determine operational adjustments needed to achieve desired effluent quality that meets Environmental Protection Agency and Public Health Service standards based on laboratory testing including BOD, pH, dissolved oxygen, suspended solids, total solids, fecal coliform settled solids, chlorine residual, alkalinity, turbidity, and temperature; my experience included work as an operator for a wastewater treatment facilities which included a collection system, lift station and treatment plant; served as an operator for a potable water treatment plant and distribution system, monitored, maintained, and repaired all facets of sewer and water operation including repair work on plumbing fixtures, service lines, water mains, and valves.

    AND

    Water/wastewater certifications: Level 2 Water Treatment Plant Operator Certification, Level 2 Wastewater Treatment Plant Operator Certification, Level 1 Water Distribution System Operator Certification, and Level 1 Wastewater Collection System Operator Certification (NOTE: If your certification is from another state you must immediately seek reciprocal certification for Wyoming which must be obtained no later than 6 months after appointment to the position)

    WG-09 level: experience that demonstrates the ability to serve as a backup operator (substitute charge) for both water and wastewater treatment facility and both collection and distribution systems. I have operated a direct and indirect filtration plant, well system, and spring box with associated disinfection systems including hypochlorination and iodination; working knowledge of chemical addition, coagulation, flocculation, sedimentation, filtration and backwash procedures as it pertains to a direct and indirect filtration plant; performed all process control tests such as pH, turbidity, chlorine residual, alkalinity, jar tests, temperature, iron, corrosivity and aluminum to determine the process adjustments necessary to assure effluent quality complies with required parameters set by the Public Health Service and Environmental Protection Agency; made proper adjustments to hypochlorinator to meet regulatory residual requirements; working knowledge of the Safe Drinking Water Act and the primary and secondary standards; and tracked all laboratory test results. My experience included work as an operator for wastewater treatment facilities which included a collection system, lift station and treatment plant; served as an operator for a potable water treatment plant and distribution system, monitored, maintained, and repaired all facets of sewer and water operation including repair work on plumbing fixtures, service lines, water mains, and valves with minimal supervision.

    AND

    Water/wastewater certifications: Level 3 Water Treatment Plant Operator Certification, Level 3 Wastewater Treatment Plant Operator Certification, Level 1 Water Distribution System Operator Certification, and Level 1 Wastewater Collection System Operator Certification. (NOTE: If your certification is from another state you must immediately seek reciprocal certification for Wyoming which must be obtained no later than 6 months after appointment to the position).

    Physical Demands: Work requires considerable walking, standing, moderate physical effort necessary to turn valves and controls and to frequently lift and carry items weighing up to 40 pounds unassisted, and any heavier items with assistance of other workers or with lifting devices.

    Working Conditions: Work is usually performed indoors and outside for short periods of time, where the incumbent is subject to varying weather conditions. Exposure to constant noise, rotating machinery, dirt, grease, chemicals, oil and fumes in the work area and is subject to have to follow prescribed safety practices and appropriate safety face shields, gloves, hard-toe shoes, respirators and protective clothing/equipment to avoid access to infections, diseases while cleaning equipment, the presence of gases such as methane, chlorine, hydrogen sulfide and carbon monoxide.
