What Success Looks Like In This JobThe Clerk and Recorder’s Office exists to support and educate our community through prioritizing trust, inclusion, accuracy, and continuous improvement.This role is responsible for overseeing operations activities, technical assets, and resources. At the direction of the Deputy Director, the incumbent will lead and support their team, which includes an Operations Coordinator. The position involves supervising staff and allocating resources, as well as overseeing the following programs: 24-hour drop box placement, 24-hour ballot drop box monitoring, ballot pick up, 24- hour ballot drop box maintenance, ballot design and layout, Adjudication, Duplication, ballot and equipment security, mail piece design, elections website maintenance, Logic and Accuracy Testing (LAT), ballot tabulation, election results and oversight and management of the elections warehouses. This position will collaborate with the Deputy Director, Ballot Processing Manager, Voter Services Manager, VSPC Manager and Elections team to ensure efficient, accurate election processes.Examples of Duties for Success

Supervising staff, allocating resources, evaluating performance, coaching, defining duties, and assigning personnel to tasks.

Election planning, ballot layout and design.

Ensure successful setup and maintenance of ballot tabulation & ballot marking devices equipment.

Ballot on demand printing system setup, maintenance and oversight.

Set-up and maintain ballot management system during the election process.

Create job guides or materials as necessary to accommodate process and statutory changes.

Research and implement technologies to increase efficiencies and minimize costs.

Maintain positive professional relationships with vendors and business partners.

Perform related duties and responsibilities as required.

Acquire and maintain a highly technical working knowledge of relevant federal and state laws, Secretary of State rules, regulations, policies, standards, and/or procedures.

Understand how social and political organizations operate and their effect and role in the election process while interacting efficiently with them.

Oversees the maintenance, repair, and operations of all election equipment.

Responsible for ballot design and layout, distribution of supplies and equipment,

Acts as liaison between the Elections Division and vendors used for election-related services, such as printing & mailing vendors and voting system vendors.

Maintains high level of training, certification, and education relating to election administration including the opportunities offered through outside professional journals, publications, and associations.

All other duties as assigned.

Qualifications for Success

Communicates effectively both verbally and in writing regarding logistic elections operations. Serves as a representative and liaison to intergovernmental jurisdictions for committees, workshops, and professional organizations where logistical and statutory fluency is beneficial. Provides policy analysis for use in position papers and/or public information.

Sets goals and manages time efficiently. Takes initiative in implementing ideas, programs, systems or policies, working with the management team as appropriate.

Understands urgency and sets priorities appropriately.

Uses technology to perform a variety of complex tasks and assists others in operating computers or other office equipment as necessary.

Understands that staff may be required to work at many different locations. Additional work hours may be required to meet responsibilities of position.

Establishes, maintains, and fosters positive and harmonious working relationships with those contacted in the course of work.

More Qualifications for SuccessExperience:

Two years of election related experience, including one year of supervisory experience or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Additional experience in logistical project management and resource allocation is also preferred.

Education and Training:

Bachelor's degree in business, communications, political science, or related field preferred.

An equivalent combination of related education and experience may be substituted for the education and experience requirements above.

License or Certificate:

Certified Colorado Election Official (State Certification).

Background Check:

Must pass a criminal background check.

Other:

Must be registered to vote in Colorado.

Valid Class "R" driver's license, state-mandated auto insurance, and own transportation are required.
