Hegins Township Police Department, Pennsylvania, which has just one cop, has been following me around on the roads. He has been flashing his highbeams, after dark, on public roadways in front of and behind me within 300 feet (a violation of the state driver code), waiting for me outside the local grocery store, getting in front of me on the road and swerving over the centerline, the fog line, waiting for me after work to flash his highbeams at me (I live across a field from the police barracks), and I have received calls from Hegins PD and a Restricted number where I answer and no one talks. I have evidence for most of this, especially dash cam footage clearly showing the Hegins PD car following closely behind me and flashing highbeams at night.
A detective with the local DA looked at some of my evidence and did say it showed driving violations and 'minor' criminal harassment, but they also told me they won't act upon it without it being referred by law enforcement.
I contacted local state police Troop L but their sergeant denies everything and told me "the real problem lies within you." He also said the detective never told me the videos show criminal harassment but then was taken aback when I told him I still had the email (presumably he thought I had just spoken with the detective over the phone).
Recently (as in yesterday), Hegins PD again had their super-bright LED highbeams on as we passed on the road. It was proving to be a distraction so I honked my horn to get them to stop. Roughly twenty-minutes later, as I'm returning from the store, Hegins PD is there to turn the corner where I live and slowly crawl past me on the road. They were there at my own home after I honked the horn at them.
Hegins Township refuses to do anything. I have an email from them saying they consider it a "conflict of interest" to get involved, which apparently means the township is unable to discipline or correct their own police officers?
I am stuck in a situation where I am being intimidated and harassed, stalked in my own town and no one will do anything about it. If anyone out there is a licensed lawyer in the Commonwealth of Pennsylvania and is able & willing to do something about this, I would definitely like to hear from you.
