We are seeking a Human Resource Analyst 3 to join the Employee Relations and Workforce Support Division supporting the Department of Environmental Protection. If supporting management’s interests in, understanding of, and compliance with labor contracts sounds like a good fit for you, apply today for this amazing opportunity! DESCRIPTION OF WORKThis position provides a variety of analytical, advisory, and technical advice and services to ensure that management’s viewpoints are effectively represented in the collective bargaining process and that managers and supervisors understand and adhere to labor contracts and related rules. You will be responsible for participating in contract negotiations, coordinating the administration of labor-management committees, and anticipating or recognizing collective bargaining provisions that are not receiving proper interpretation. This includes developing internal methods for communicating accurate interpretations and monitoring their application.You will also investigate discipline and contract interpretation grievances, including grievances that allege safety violations, through interviews and meetings. Additionally, you will advise managers of the Commonwealth’s policies relative to criminal convictions of employees, coordinate Department representation, and assist Employment Counsel with research and preparation for Civil Service Commission and Pennsylvania Labor Board (PLRB) hearings. Independent judgement and soundness of fact analysis are essential for this position, though a supervisor will review work for matters that are unusually sensitive or could result in statewide impact. Full-time employment
Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
Occasional overtime and occasional travel may be required.
Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITYQUALIFICATIONS Minimum Experience and Training Requirements:
One year as a Human Resource Analyst 2 (Commonwealth title);or
Three years of analytical experience that includes two years of professional human resource experience, and a bachelor’s degree;or
An equivalent combination of experience and training.
