The County of San Luis Obispo Department of Planning and Building is seeking an experienced manager to lead the Department’s Compliance and Monitoring programs. The selected candidate will provide team management and oversight of the code enforcement section to ensure compliance with County codes and ordinances. This position will also be directly responsible for the Department’s compliance and monitoring functions, including the monitoring of area surface mines and project environmental monitoring. This position will work collaboratively within the department’s planning and building divisions, other County departments, and outside organizations to effectively meet mandated requirements and manage and respond to public safety priorities.

Duties and Responsibilities:

Plan, organize and direct the Compliance and Monitoring operations and activities; assure programs, projects and activities comply with established laws, codes, ordinances, regulations, policies, and procedures.

Manage Division staff; evaluate the performance of assigned personnel; interview and select employees; recommend transfers, reassignment, termination and disciplinary actions; coordinate subordinate work assignments and review work to assure compliance with established standards, requirements and procedures; oversee the development and implementation of training functions.

Establish and maintain program and project timelines and priorities as assigned; estimate time, personnel and resource requirements for projects, operations and activities; calculate and prepare cost estimates; monitor progress of projects and modify activities to meet established objectives and timelines as appropriate; review completed projects to assure proper quality control.

Provide consultation to County personnel, outside agencies and the public concerning compliance and monitoring operations and activities; respond to inquiries, resolve issues and conflicts and provide detailed and technical information concerning related laws, codes, plans, ordinances, regulations, policies and procedures; assist in the formulation and development of policies, procedures, strategic plans and programs; participate in the preparation and administration of adopted County plans and ordinances.

Direct the preparation and distribution of correspondence, staff reports, and informational materials related to assigned functions; review and evaluate documents submitted by governmental agencies and outside organizations concerning compliance requirements.

Oversee and manage division budget; Participate in the development, preparation and monitoring of the annual budget for division; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations.

Attend and conduct a variety of meetings as assigned; represent the department at various groups, commission, boards, committees, hearings, conferences and other outside functions as directed; prepare and deliver oral presentations.

Desirable Qualifications and Core Competencies:

Technical Knowledge/Experience:

Knowledge and experience in technical aspects of specialty fields, to include local codes, ordinances, state and federal legislative regulations, safety precautions, and mandatory regulatory filing requirements.

Ability to interpret, apply, explain, and assure compliance with applicable laws, codes, ordinances, regulations, policies and procedures.

Proven experience planning and preparing protocols and guidelines to meet local, state and/or federal legislation affecting division

Ensure fiscal integrity, accuracy of program expenditures and budget development

Leadership/Supervision:

Use tact and motivational techniques to maximize staff performance, assess training needs and improve efficiency

Encourage and facilitate staff cooperation and fostering commitment and team spirit to achieve program goals

Provide fair, unbiased, and effective leadership for a broad variety of personnel issues

Supervise and evaluate the performance of assigned personnel.

Clearly communicate expectations to staff, implementing policies and procedures consistently, delegating appropriately, and using accountability measures fairly

Communication Skills:

Effectively communicate both orally and in writing to accurately and appropriately convey complex information to different audiences

Present information to stakeholders and public forum clearly and effectively

Utilize effective communication skills for team building, facilitating solutions, and resolving conflict

Demonstrate diplomacy in dealing with a variety of stakeholder groups

Organizational and Analytical Skills:

Anticipate and identify potential program problems and proactively generate alternative solutions

Produce quality work within tight deadlines

Ensure timely completion and maintenance of a variety of filings, reports, records, and files of assigned activities.

Analyze situations accurately and adopt an effective course of action

Education and Experience

Graduation from an accredited four-year college or university with a bachelor's degree in urban and regional planning, engineering, geography, natural resources management, environmental, physical or life science, or a closely related field. (Job-related experience may substitute for the required education on a year-for-year basis.) In addition, five years of experience, two years of which were in a supervisory position.

Licenses and Certificates

Certain positions within this classification may require driving. When driving is an essential function of the position, a valid CALIFORNIA driver license will be required at the time of appointment and must be maintained throughout employment.
