We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Description of JobWhat you'll be doing:

Serves as the staff authority, uncontested by management and executive leadership across the Department, on legislative analysis and recommendations as they pertain to the impact on OCL’s policies and programs.

Serve as the OCL legislative expert to the Department as it relates to legislative requests for information review and analysis of new legislation and all implications to existing and planned OCL policies and programs.

Leads the analysis and development of complex business process design, project management, and contract management. Provides strategy guidance and expertise to the Department on process improvement.

Liaises with critical stakeholders (such as the Joint Budget Committee) and ensures Department-wide alignment and consistency of all communication with legislators.

Receives, tracks, analyzes, provides direction, and drafts responses to legislative requests and fiscal notes. Ensures responses are completed in a timely, accurate, and strategic manner.

Manages the Joint Budget Committee session, including tracking, analyzing, drafting, advising, and reviewing all responses to JBC questions.

Analyzes business operations to determine inefficiencies and recommend/implement process improvements

Influences the use of project management and LEAN principles for effective and efficient program administration.

Develops, manages, and monitors the OCL strategic plan and metric reporting process in collaboration with OCL leadership. This includes providing strategy and analytics recommendations to leadership and ensuring that OCL strategic initiatives align with larger department strategic plan goals and metrics.

Manages the HCBS questions inbox and internal tracker, as well as other inquiries, questions, or comments that arise. This includes analyzing, drafting, advising, and reviewing all responses to the questions inbox.

Assists with other new projects as needed, providing program/project management and administrative support, such as scheduling, facilitating, and taking notes during meetings. Drafting statements of work and ushering them through the procurement process and managing the executed contract. Assisting with legislative needs such as preparing for internal or external presentations on legislative priorities, drafting memos, or preparing reports.
