Kadiak, LLCKadiak, LLC, a Koniag Government Services company , is seeking a DOE Budget Analyst with a Public Trust clearance to support Kadiak and our government customer in Washington, DC. Candidate must live within the Washington, DC Metropolitan Area and have access to transportation to the office when required. S. Department of Energy (DOE) Office of the Chief Information Officer (OCIO) for the Deputy CIO of the Budget and Performance Management team, the Budget Analyst will provide expert financial and budget analysis to track, apply, and report funds as well as provide inclusive financial support.Essential Functions, Responsibilities & Duties may include, but are not limited to:Essential duties and responsibilities include the following. Other duties may be assigned.

Apply funds in the DOE Corporate Information Management Center (CIMC).

Complete monthly reviews of customer balances between OCIO internal systems and the DOE Standard Accounting and Reporting System (STARS).

Assist in the preparation of Prepare Request for Funds (RFF) forms to submit to customers and follow funds through award, then update tickets to release for CO or COR to release order to vendors.

Deliver extensive analysis of cost reports and customer funding.

Assist in the preparation of Prepare monthly standardized management reports detailing expense levels as requested.

Prepare management reports, as requested, on budget spending to include projections for current/future fiscal years.

Provide billing and invoicing questions help desk support.

Maintain resource tables used to identify contracts, service CLINs.

Assist in managing bills through validations, pay-outs, and reporting from carriers utilizing the delivered web portal, backend analytics, and integration services.

Provide an effective workflow process from invoice receipt through payment and dispute resolution.

Submit monthly payment recommendations for services procured via Federal Contracts to proper authority.

Assist in the development of the Telecom Order and Inventory Tracking System.

Assist in the development of the Telecom Service Order Catalog and workflows.

Collect and prepare support material necessary to file and defend claims submitted to carriers for billing an account correction.

Research, review, dispute, and track all potential billing errors.

Submit written claims to telecom carriers and suppliers, including reasonable and necessary support documentation to identify and recover audit savings.

Identify errors and apply credits from those errors to service line level to ensure correct application and project chargeback codes.

Track all disputes through final resolution.

Prepare monthly reports detailing the status of claims filed with carriers, billing accuracy rates for individual carriers, and savings amounts (or additional cost) recovered, in dollars.

Education and Experience

Bachelor’s degree in a related field of study.

Must meet minimum years of experience requirement as specified below.

Required: Degree + 7 years of experience in applicable functional area.

Certificates, Licenses, Registration:

U.S. Citizens only due to government or federal requirement

Job Specific Knowledge, Skills, Abilities:

Experience with / knowledge of DoE processes, systems, and tools, including CIMC, STARS, RFF Forms, and other financial management systems and controls.

Experience with / knowledge of DOE billing and invoicing.

Expert experience / proficiency in Excel.

Skills/background in researching, compiling, consolidating, summarizing, and formatting budgetary data from source documents, historical data, projected trends and salary schedules.

Skills/background in performing financial planning and formulating / executing / monitoring budgets.

Skills/background in managerial cost accounting and financial analysis / risk analysis.

Skills/background in drafting, formatting, and reviewing narrative and financial justifications in support of budget proposals.

Skills/background in reviewing budget submissions for compliance with regulations, procedures, and agency guidance.

Skills/background in responding to all data calls in accordance with published deadlines.

Skills/background in running budget reports, analyzing budget status, and performing account reconciliation.

Skills/background in analysis of changes in program plans and funding.

Skills/background in providing support to managers on the amounts of funding available and timeframes in which available budget funds must be used.

Skills/background in provision of financial data to management on cost efficiencies and savings, on recommended strategies for the most effective use of resources, and recommendations on improving agency financial management processes and systems.
