POSITION DESCRIPTION: Serves as Assistant to the Environmental Manager. Supervises, communicates with, motivates and trains employees, evaluates employee performance, and plans and directs employees work. Responsible for hiring process and selection of candidates to fill vacancies. Recommends personnel actions. Monitors subordinate compliance with Human Resource policies.

Conducts and/or oversees environmental impact reviews of transportation improvement projects and ensures quality control. Independently performs environmental work including conducting and documenting field reviews, and analyzing information from Geographical Information Systems (GIS) based systems. Prepares National Environmental Policy Act (NEPA) and other Project Development and Environment (PD&E) environmental documentation for all classes of action and projects of various levels of complexity. Conducts these activities in support of the scheduled Production Complete date. Coordinates district level NEPA assignment activities including but not limited to self-assessments, audits, data entry and responding to inquiries from Central Office.

Serves as assistant to the Environmental Manager with development and implementation of district processes to meet Florida Department of Transportation (FDOT) Environmental Program requirements, including district responsibilities under NEPA assignment and environmental compliance.

Assists in tracking and coordinating district PD&E/NEPA projects and Final Design plans review activities, including assessment of project re-evaluation needs and quality control. Conducts or oversees reviews of construction plans for roadway projects of all levels of complexity and provides comments through the FDOT electronic review system during the production phases of projects for compliance with statutes, rules, policies and procedures as outlined in the PD&E Manual. Coordinates comments and recommendations as appropriate.

Leads or conducts consultant management activities including scope development and staff hour negotiations. Participates as a Contract Manager and/or Technical Review Committee member for consultant selection and participates as technical support for Request for Proposal development. Manages consultant contracts or staff for Districtwide Program area support or project environmental impact review. Reviews and directs consultant work activities for assigned projects or tasks including task work order development, review and approval of progress reports and invoices for those efforts. Assists in administration and tracking of district contract funds and consultant acquisition activities.

Provides environmental expertise, including technical or process related topics, during district Statewide Acceleration Transformation (SWAT) meetings, project progress meetings, meetings with management and other FDOT offices or outside agencies. Acts as liaison to environmental agencies during project coordination and provides public involvement support on the projects. Provides technical support to lower level environmental specialist positions. Provides training, as requested, for focus area or other areas of knowledge to internal or external customers. Participates in the review of statewide policies and procedures.

Identifies, tracks and reviews project commitments from PD&E through Final Design and Construction phases. Prepares draft Environmental Certification and coordinates with Environmental Administrator to obtain signature in support of the scheduled Final Design Production Date.     

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the DOT, transportation or related project development, NEPA and linking planning and environmental review processes. Ability to read and interpret Construction plans.Ability to use computer programs. Ability to deal with the public in a courteous manner. Ability to plan organize and complete assignments. Ability to communicate effectively both verbally and in writing. Ability to work independently with minimal supervision. Ability to prepare for and conduct training. Ability to manage consultant tasks and review progress reports. Ability to collect, evaluate and interpret data.
