PERC also performs other essential non-adjudicatory functions such as registering labor organizations (unions) and conducting secret ballot elections throughout Florida for state and local government employees voting for or against establishing or maintaining union representation. Position Overview and Responsibilities: Responsibilities, duties, and activities may include, but are not limited to, the following:

Plans, coordinates, and executes public sector labor elections throughout the State of Florida when public employees express the desire to be represented by a union.

Assists in the establishment of a sound election procedure which is consistent with the Commission’s elections procedures and rules.

Participates in pre-election conferences concerning eligibility lists, determination of appropriateness of respective parties, elections observers, campaign issues, voter release time, and other election-related problems.

Computes election costs and bills parties accordingly. Maintains cost records.

Attends secret ballot elections to solve any problems, supervises poll clerks, and conducts voting tallies.

Instructs poll clerks and observers as to their responsibilities in an election.

Serves as liaison between employees, employee organizations and public employers.

Drafts various types of orders issued by the Commission.

Investigates results or validity of election, when so directed.

Replies to written complaints concerning an election and verifies and certifies all items related to an election.

Conducts unfair labor practice investigations, which involves interviewing and taking statements from witnesses; preparing a report based on facts and circumstances of the investigation; meeting with the general counsel and staff attorney to determine if the unfair labor practice charge should be dismissed or a complaint issued.

Performs related work as required.

Required Knowledge, Skills, and Abilities :

Knowledge of the basic principles of labor relations, or an ability to quickly learn and adapt to this knowledge.

Knowledge of the principles and techniques of effective communication.

Knowledge of the methods of data collection.

Knowledge of State Travel procedures, general office equipment, Microsoft Office Word and Excel, computers, copiers, and other various office equipment.

Ability to collect, evaluate and analyze data relating to labor relations functions.

Ability to organize data into logical format.

Ability to compose correspondence.

Ability to utilize problem-solving techniques.

Ability to work independently.

Ability to understand and apply applicable rules, regulations, policies and procedures relating to labor relations functions.

Ability to plan, organize, and coordinate work assignments in a logical order of importance to work, completing high priority assignments first.

Ability to communicate effectively.

Ability to establish and maintain effective working relationships with others.

Ability to prepare reports relating to labor relations activities.

Other Job-Related Requirements:

Must be able to work various hours, weekends, or shifts when needed outside of normal workday to accomplish job duties pertaining to public sector elections.

Must be able to lift and carry 50 lbs and travel independently or with others.

Must be able to pass a level 2 background check.

A valid Florida Driver License is required.
