Works collaboratively with the CTE team to achieve program goals, fiscal monitoring and compliance. Identifies and reports information to the state fiscal management team, including financial data and reporting timeframes to agency managers for decision-making purposes. Implements fiscal grant monitoring and risk assessment processes and activities. Extracts and analyzes grant and related data for quality assurance to facilitate scheduled data reporting requirements. Knowledge, Skills and Abilities:

Knowledge of Maine Municipal Bond Bank process and regulations

Knowledge of data collection and interpretation methods and techniques.

Knowledge of methods and techniques of analysis, work simplification, and forms and records control.

Knowledge and utilization of AdvantageME and PurchasingME with the ability to implement technical assistance and professional development to fiscal management Team.

Knowledge and ability to interpret and implement applicable state and federal education funding laws, and requirements and regulations.

Knowledge and ability to manage and monitor federal funding streams in compliance with state and federal requirements.

Knowledge of state RFA process and contract administration

Ability to gather and organize financial reporting information to consider and implement solutions and modifications to invoice processing procedure.

Ability to apply State and Federal accounting practices, financial and budgetary procedures and systems, legislative processes as they impact grant programs and program funding.

Ability to organize, develop and analyze financial databases and electronic reporting systems to perform direct database manipulations to correct errors, perform updates and maintain effective and efficient operation of the system.

Ability to communicate effectively about finances and finance issues with other finance professionals.

Ability to provide training and technical assistance to CTE school staff regarding financial processes and procedures and contract execution process.

Ability to use digital communications and information management systems (i.e. all current Microsoft office suite of products including Outlook, Word, Excel.)

Ability to communicate clearly, respectfully, and professionally in oral and written communication.

Ability to communicate effectively.

Ability to write clearly and effectively.

Ability to Develop and implement fiscal monitoring in compliance with state and federal regulations.

Collation, development, and submission of all required quarterly and annual reports.

MINIMUM QUALIFICATIONS

Eight (8) years of education, training, and/or experience analyzing, evaluating, and/or developing improvements to organizational and/or managerial systems, programs, and practices.
