The Maine State Dam Safety Program requires the expertise and knowledge of a licensed professional engineer. This position develops and oversees the implementation per the Maine Revised Statute Title 37B, Chapter 24 (https://www.mainelegislature.org/legis/statutes/37-b/title37-Bch24sec0.html) . As required by law, work would involve inspecting all dams under State regulation to assess their risk level. To lessen the effects of a dam failure and to protect life and property, this includes reviewing the design and construction of both new and renovated dams. It also involves helping dam owners create emergency action plans (EAPs). This position supervises the performance and training of the Assistant Engineer, and work is performed under the direction and supervision of the Operations and Response Division Director. Extensive statewide travel is required, but the reward is knowing that your work directly impacts the safety of our community. Why this role matters In this pivotal position, you'll play a crucial role in assessing the risk levels of dams, reviewing design and construction, and creating emergency action plans. Your work will directly contribute to preventing potential dam failures and protecting the well-being of our community. Minimum qualifications: Licensed as a Professional Engineer in Maine and experience in the inspection and design of dams. Skills, abilities, or knowledge required:

Your knowledge of civil engineering, structural analysis, hydrology, and more will be put to the test.

Strong communication skills are vital for technical writing, public engagement, and collaborating with legislative authorities.

Supervisory and management skills are crucial, as you'll oversee subordinate staff.

Budgeting knowledge and the ability to manage a statewide dam inspection program are essential.

Your responsibilities include but are not limited to:

Conducting inspections and hazard assessments of dams and reservoirs across the State.

Ensuring structural safety inspections of significant and high-hazard dams.

Producing detailed inspection reports and serving as a technical expert.

Applying for grants and budgeting for program resources.

Collaborating with various stakeholders to manage all dams effectively.

Providing support in dam safety guidance and emergency response.

Providing oversight to the Assistant Dam Inspector.

While no two days are the same, in this role, you could expect to:

Perform field work, review, assessments, estimates of breach flows, and predict a negative impact on life and property.

Perform structural safety inspections on all significant and high-hazard dams.

Produce detailed reports on each dam inspected.

Serve as a technical expert on the condition of dams inspected.

Implement and comply with human resource laws, policies, procedures, and practices such as AA/EEO, recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security, and confidentiality policies, and employee safety.

Provide interstate support in dam safety guidance and emergency response in the event of dam failures or emergency situations through the principles of the Incident Command System.
