The Idaho Division of Human Resources (DHR) is seeking a Human Resource Business Partner II. This announcement will be used to fill a classified position located in the Capitol Mall area in Boise, ID. This position will provide support for the Department of Administration (ADM), the Public Employee Retirement System of Idaho (PERSI), the Department of Insurance (DOI), the Commission on Hispanic Affairs (ICHA), the Office of Administrative Hearings (OAH), the Department of Commerce, and will work collaboratively with the Idaho Division of Human Resources.Summary:This position performs a full range of professional human resource services in leave administration, medical accommodations, classification, compensation, recruitment, training, policy and procedure, employee relations and performance management. This position will provide support to multiple agencies.Responsibilities:

Providing human resource consultation and services to applicants, staff and managers in more than one area of functional specialization, such as leave administration, medical accommodations, recruitment, benefits, compensation, classification, employee relations, etc.

Consulting with supervisors/managers on performance management

Advising on career and succession planning, organization and job design

Contributing to employee engagement and retention tactics

Monitoring and evaluates compliance with applicable laws, rules, policies, and procedures

Participating in complaint inquiries, investigations and resolutions

May process payroll and perform related functions

Developing, implementing, and evaluating effectiveness of recruitment initiatives

Identifying and recommending solutions to compensation challenges and inequities

Providing training and presentations

Distinguishing CharacteristicsThis is the third level in the Human Resource job family. At this level incumbents operate independently on day-to-day tasks. Consult with agency leadership on the interpretation and application of policies and procedures. Research, analyze and resolve issues; complex or contentious issues are referred to HR leadership.Minimum Qualifications:Good knowledge of:

Human resource administration

Typically gained through successful completion of at least two (2) college courses in Human Resource Administration, certifications, or a closely related field PLUS at least two (2) years of work experience where job responsibilities were in one or more of the following areas: recruiting, job analysis and classification, performance management concepts, and salary administration; OR the successful completion of a Bachelor’s degree or higher in Human Resource Administration, certifications, or closely related field; OR three (3) years of work experience in the areas above.

Researching and preparing reports and recommendations

Typically gained by at least six (6) months of experience researching and compiling information to prepare reports that include recommendations.

Conducting in-depth interviews

Typically gained by at least one (1) year of experience where conducting interviews was a predominate responsibility of the job. Interviews may be employment interviews, job audit interviews, investigations, or other types of interview situations where information gathered was used in making decisions. Preferred Qualifications: Some knowledge of:

Training methods

Performing job analysis and developing classification recommendations

Gathering and analyzing data and developing reports based on the information
