Job DescriptionThe Iowa Department of Health and Human Services’ (Iowa HHS) Compliance Division, Data Sharing, Privacy, and Open Records Bureau is seeking a Data Modernization Business Analyst-Management Analyst 3. Responsibilities: The lowa Department of Health and Human Services (HHS) is seeking an individual to serve as a Data Modernization Business Analyst (Management Analyst 3). This position works collaboratively across all divisions within HHS and is part of the Data Sharing, Privacy, and Open Records Bureau within the Contracts and Data division. Under the direction of the Data Sharing, Privacy and Open Records Bureau Chief, this position engages in ongoing work with HHS programs and data owners to establish a common set of non-lT focused business requirements for data modernization projects. These requirements will be used to drive deliverables in statements of work with vendors. They will provide required documentation to the infrastructure team, project managers and leadership and document in a data inventory. Gathers and analyzes agency data and information to identify business needs and recommended solutions for data modernization and health information exchange initiatives. Gather business requirements to be used in the development of procurements and contracts for data modernization initiatives. Collaborate with legal and compliance experts to ensure all proposed projects are compliant with state and federal laws. Identifies and implements quality improvement initiatives related to data modernization and health information exchange. Recommends new or improved policies, practices, and procedures related to data modernization and health information exchange activities. Intersects and partners with assigned DOM DolT project managers and fusion team members regarding data modernization and health information exchange activities. investigates data modernization and health information exchange activities of other states. Facilitates meetings with partner states to understand best practices in these areas and advises management on options for improvement and future activities. Provides cross agency coordination related to data modernization projects. Serves as a liaison between internal and external stakeholders and communicate goals of data modernization initiatives. Manages multiple data modernization projects simultaneously, recording progress and keeping detailed notes and records of all activities. Creates reports for management to describe current status and progress of initiatives. Oversees integrated project planning, timeline and resource management across the spectrum of data modernization related projects within lowa HHS. Assists in contract and statement of work development with external partners, facilitates communication between project partners across the agency, continually assesses progress toward the data modernization agency goals, and engages leadership in assessment and strategic planning. Provides support for agency-wide data strategy initiatives and requests. Learns and understands long term agency goals related to data strategy, determines internal capabilities and external risks to accomplish those goals, and proposes options and potential solutions to management to achieve these goals. Under direction of Bureau Chief, gathers requirements for data requests proposed by leadership, facilitates meetings to gather required information, presents information to Bureau Chief in appropriate formats for various audiences. Develops, using input from staff across the agency, detailed explanations of data request results, including inclusion and exclusion criteria, potential limitations in the results, and appropriate ways to use and display the information. Requirements: Following a successful onboarding period, this position will be classified as hybrid with a minimum of 2 days per week required in office at the Lucas State Office Building in Des Moines.
