Preference will be given to applicants living in the district.This is investigative and protective services work inspecting and licensing retail liquor stores, restaurants, and clubs throughout the state in accordance with statutory requirements. Responsibilities include reviewing funds, charges, inventory, taxes, and accounts of liquor businesses, facilities, and suppliers; and inspecting and identifying potential and/or current liquor operations, facilities, and providers for licensing purposes. Work is performed under limited supervision.TYPICAL DUTIES(may or may not be assigned all duties listed):
Inspects, re-inspects, analyzes, and files written reports on a timely basis for liquor facilities and places of business in order to ensure compliance with applicable laws, rules, and regulations.
Analyzes and evaluates applicant and facility information in order to recommend appropriate class of liquor licensing, renewal, or denial.
Advises applicants of basis for liquor license denial in order to discuss possible corrective action and explain appeal rights and procedures.
Explains liquor licensing program policies, guidelines, rules, and regulations in order to provide information to potential applicants, licensees, public officials, and private groups.
Reviews and investigates complaints in order to determine validity, circumstances, and corrective action necessary.
Inspects and verifies financial records including ledgers, journals, databases, inventory, tax assessments and related reports in order to determine accuracy of information and ensure compliance with licensing rules, regulations, and procedures.
Coordinates licensing reviews and inspections with law enforcement officials in order to assist law enforcement in the investigation of administrative, criminal, or unlawful liquor infractions.
Gathers and summarizes information from on-site inspections and reviews in order to prepare necessary reports for licensing programs.
KNOWLEDGE AND SKILLS REQUIRED:(These are required to successfully perform the work assigned).
Knowledge of state and federal laws, rules, and regulations relating to liquor licensing and inspection.
Knowledge of accounting and record keeping procedures.
Knowledge of the liquor license classifications.
Knowledge of the methods of controlling the sale of alcoholic beverages through licensing and inspection activities.
Ability to independently plan and organize work.
Ability to facilitate and maintain the cooperation of the public.
Ability to establish and maintain effective working relationships.
Ability to interpret and explain provisions of laws, rules, and regulations.
Ability to write clear and concise reports.
Ability to conduct inspections and reviews.
