Position SummaryLeaders at the National Security Agency motivate, support, and cultivate employees at all levels. Leaders at the NSA, where people are a priority, are responsible for leveraging the diversity of their workforce to create innovative solutions that support the Agency's mission.

The incumbent serves as the Chief, Engineering Division for a Department of Defense (DoD) Special Task Force (TF), responsible for an emergency preparedness program. The TF develops and implements long range strategic concepts, policies and plans for National Security/Emergency Preparedness (NS/EP). The TF also provides infrastructure support to governmental entities to maintain essential functions during times of crisis. This strategic level planning and infrastructure support is in response to threats across a wide contingency spectrum. The TF staff is comprised of personnel from several government departments and agencies, and includes subject matter experts in strategic planning, infrastructure management, communications, crisis and response. The work performed ensures the capability of specific essential government components to continue functioning under all conditions.

The incumbent is designated as an Essential Employee for purposes of weather-related events or other short term, isolated emergencies.

This position requires a TOP SECRET clearance and SPECIAL BACKGROUND INVESTIGATION (SBI). Subject to random drug testing. Subject to random polygraph testing.

Salary range is from $172,500 to $183,300.

This position will require operational and/or training deployments to include nights, holidays and weekends; both short term and potentially extended. Travel is required, often without sufficient notification. Employee may be subject to 24-hour on-call duty. In an emergency, this service may require irregular working hours, work at locations other than the official duty station, and may include duties other than those specified in the incumbent's official position description. Employee must be able to relocate to emergency sites with little advance notice and function under increased mental and physical stress. Employee must physically be able to move and assemble equipment relating to communications and operations centers.SkillsTechnical/Professional Achievements (20%)

The candidate should have the demonstrated ability develop the next generation of experts. The candidate should demonstrate the transfer of skills and knowledge to others to include specific expertise as well as intangible skills such as how to approach problems, how to balance risk against the chance of success, how to communicate effectively, etc. Activities which demonstrate competency may include: formal and informal mentoring, participation on boards/panels of significance to the technical community, activities aimed at conveying knowledge (seminars, teaching, informal training on the job, etc.).

Technical/Professional Leadership/Decision Making (20%)

The candidate should have the demonstrated ability to influence management, make decisions, direct complex technical efforts, spearhead critical technical efforts, influence direction of technical projects, and have impact with decisions. The candidate should be able to demonstrate good stewardship of resources and the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems and calculating risks.

Continued Technical/Professional Development (20%)

The continuous enhancement of technical/professional skills and knowledge is imperative. Formal training, \"stretch\" assignments, research and writing projects, interaction with experts, and other activities appropriate to the particular discipline are examples. The following will be taken into consideration: standing in the field (internal and external as appropriate), increased ability to understand and deal with complexity, increased ability to relate narrow technical specialties to the broader needs of the organization, and efforts aimed at deepening technical expertise.

Leading the Intelligence Enterprise (20%)

The candidate must understand organizational responsibilities in relation to the larger Intelligence Community strategic priorities. The candidate must be able to lead people toward meeting the organization's vision, mission and goals. The candidate must be able to build solid relationships with stakeholders, leadership, clients and partners to achieve common goals.ResponsibilitiesThe Chief, Engineering Division oversees and directs program activities for one of five major organizational elements of the TF. The programs managed by the Engineering Division provide extensive life-safety capabilities/measures to protect individuals and critical, high-value facilities. The incumbent provides leadership and management in the areas of operational readiness, infrastructure management, risk assessment and risk mitigation in response to threats across a wide contingency spectrum. The incumbent develops and maintains relationships with stakeholders, customers, partners, and industry to optimize collaboration and operations. The employee must possess an expert technical knowledge of logistics, equipment maintenance and maintenance operations, configuration management, cost analysis and project scheduling. The employee must also possess familiarity with Federal/DOD contracting functions; a thorough understanding of Chemical, Biological, Radiological, and Explosives (CBRE) communication equipment doctrine. The employee must possess excellent communications and leadership skills. Additionally, the Chief, Engineering Division is responsible for:

' Effectively supporting, developing and managing a workforce that is capable of anticipating and responding to stakeholder requirements;

' Serving as principal advisor to senior-level program stakeholders for areas assigned;

' Managing the division's budget and workload, establishing performance requirements for subordinate staff and ensuring appropriate performance standards are applied; ensuring accountability and transparency in financial planning, decision-making and reporting, and ensuring sound investment of government financial resources and integrity of the Federal contracting process;

' Demonstrating the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Establishes and implements an organizational vision in a continuously changing environment;

' Leading a team of Engineers, Scientists, Emergency Management, and Information Technology Professionals toward meeting the organization's vision, mission and goals;

' Monitoring CBRE defense technology base efforts in DOD, Department of Homeland Security (DHS), Central Intelligence Agency (CIA), and Federal Bureau of lnvestigation (FBI) Laboratories and in private sector research facilities.

' Monitoring and participating in the research and development of new technologies in support of CBRE defense.

' Participating in cooperative interagency CBRE defense technology activities.

' Directing the implementation of approved plans. Tasking organizations and/or contractors to carry out technology initiatives. Evaluating technical progress to assess performance, conducting risk assessments, and coordinating technical modifications to accommodate requirements.

' Monitoring design, construction and fiscal progress. Analyzes deviations, problems and develops solutions to assure commitments are met;

' Overseeing development of professional architectural and engineering design solutions for facility maintenance renovation and new construction involving major and minor projects under the TF's jurisdiction, including space planning and interior design;

' Leading the preparation and delivery of communications and briefings of senior stakeholders, as well as all other customers and partners of the TF. Interfacing with customers and representing the TF Director at meetings, briefings, conferences, etc. Establishing and maintaining partnerships with key customers and stakeholders;

' Leading efforts to fully understand and meet stakeholder needs and requirements in the areas of risk mitigation and response readiness;

' Effectively managing lifecycle costs of building protection system and biological surveillance programs while maintaining life and safety protection capabilities.

' Performing other duties as assigned.

The Defense Intelligence Senior-Level (DISL) employee is known for his/her technical or professional expertise, problem-solving ability, innovative research, valuable contributions to the Agency, standing in his/her technical field, influence on management, and spearheading critical technical and professional efforts. The continuous enhancement of breadth and/or depth of these skills and knowledge is essential.

THE DISL:

- Serves in an official position of DISL, regardless of his/her organizational level. DISLs are technical experts with continual achievements and accomplishments in their technical field. They solve the difficult technical problems. They are leaders in concepts or theories formulated, techniques, tradecraft, methods developed, and inventions. They continuously advance the arts and sciences, and/or the legal, fiscal, or logistical fields, and they make major contributions/improvements in management and infrastructures. - Provides incisive technical advice to senior management, offering solutions and technical perspective, as appropriate, for decision-making. Provides authoritative technical advice and input to leadership regarding research and technical development and serves as an NSA spokesperson on technical issues. Considers Agency goals and performance strategically and guides the Agency's overall direction. Ensures that the Agency achieves its mission by developing its major programs, goals, and plans. - Identifies the emerging strategies in the Directorates by developing relationships with key technical leaders to pull independent strategies together and facilitates leverages between mission elements, academia, and industry. Works with people and organizations outside his/her immediate organizationto include the Intelligence Community and the Department of Defense at largeto defend controversial or critical long-range NSA plans. - Leads the technical workforce, exhibiting leadership competencies and behaviors, and mentors subordinates to ensure the development of a cadre of future Senior Technical Leaders. Creates an environment that promotes employee engagement, collaboration, integration, information and knowledge sharing, and the candid, open exchange of diverse points of view.
