Experience

The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.SummaryThe Equal Employment Opportunity (EEO) Reporting & Data Analyst is responsible for assisting in the development, collection, analysis, documentation, and communication of underutilization of racial/ethnic, gender, veterans and individuals with disabilities groups. The incumbent performs research, analytical, and data management functions in support of the Office of Equal Employment Opportunity. This Analyst maintains department database containing demographic workplace data and complaints of EEO discrimination. The EEO Data Analyst audits, reconciles, updates and tracks the status of complaints in automated reporting systems; and responds to all EEO related data and tracking information requests.The incumbent also generates reports from databases including EEO reports required by state and federal government agencies; analyzes information from internal department databases and from external sources; identifies trends; and prepares presentation materials for the General Manager (GM) and Executive Management Team (EMT).Principal Job Duties
Monitors and evaluates occupational areas to identify significant underutilization of employees by racial/ethnic, gender and disability categories. Ensures compliance with Federal Transit Administration (FTA) EEO Circular requirements and works to accomplish Department of Fair Practices goals and objectives by using U. S. Census databases, Microsoft Excel and other data tools to conduct analyses.
Completes quarterly effectiveness evaluation of the total EEO/Affirmative Action (AA)/diversity program, identifying underutilization of racial/ethnic and gender groups, and creating an action plan for eliminating non-job-related employment barriers.
Prepares annual effectiveness evaluation of the total EEO/AA/diversity program, identifying underutilization of racial/ethnic and gender groups, and an action plan for eliminating non-job-related employment barriers.

Assists managers and supervisors in exploring the various alternatives that can be used in filling vacancies which further EEO/AA/diversity program objectives by using industry best practices, Affirmative Action principles and best practices.
Meets with job search committees or coordinators to explain the role of the equal opportunity coordinator, to provide resources for advertising, or to explain expectations for future contacts.
Monitors and analyzes data to ensure data integrity, quality and reliability. Formulates data gathering protocols for data recording, evaluation, and reporting. Analyzes data gathered and develops solutions or alternative methods of collecting data.
Analyzes demographic data and trends to forecast workforce planning needs and develop strategies to promote a diverse workforce and an inclusive workplace.
Effectively summarizes quantitative and qualitative analyses into formats appropriate for a wide range of audiences. Re-configures and enhances existing reports to meet WAMTA and the OEEO’s business needs.
Performs gap and risk analysis to identify and prioritize areas for organizational performance improvement. Ensures compliance with FTA EEO Circular requirements and to accomplish Department of Fair Practices goals and objectives.
Communicates to stakeholders regarding new tools, reports, capabilities, and changes. To ensure compliance with FTA EEO Circular requirements and to accomplish Department of Fair Practices goals and objectives. Utilize presentation and publishing software to effectuate communication Authority-wide.
Other Duties
Serves as a liaison/facilitator with community and advocate organizations in dealing with EEO/AA/diversity issues.
Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
