HOW DO I KNOW IF I’LL BE SUCCESSFUL?

In the past, have you…
  • Led several large programs each with a total cost exceeding $8M and/or several programs each with at least 3 projects and total cost exceeding $8M
  • Directly managed, nurtured & coached project managers within a mentor role
  • Contributed significantly to Center of Excellence & Enterprise Change Management
  • Built strong, strategic-minded relationships at the VP and executive levels
  • Been told you’re a focused communicator, passionate leader and team player
  • Guided stakeholders while leading Waterfall, Agile and/or hybrid programs & projects
  • Organized, plan and led major initiatives using cloud-based portfolio platforms
  • Completed a degree in a CIS/MIS/Business program or have significant years of experience in information system implementations
  • Obtained your PMP certification
  • Prior experience in a highly regulated or health-based industry
  • Prior experience delivering projects in a regulatory environment affecting health insurance business (i.e. CMS, BCBSA, etc.)

WHAT TYPES OF ACTIVITIES WILL I DO FROM DAY TO DAY?

Within a program planning and execution lens, you would…
  • Directly oversee strategic, multi-million dollar programs either led by you or being led by project managers, create program scoped objectives / increments, identify interdependencies, and overall execution using best-in-industry Waterfall / Agile
  • Dig into project finances and risk areas to identify, monitor and resolve potential challenges, communicating to executive audiences, while escalating and stepping in to rescue initiatives where appropriate
  • As an ePMO leadership team member, proactively and holistically own program accountability and synthesizing project-level statuses into executive-speak
  • Guide and transform portfolio projects using crawl-walk-run from Waterfall to Agile, including education and evangelism of stakeholders and executive leaders
Within a staff management lens, you would…
  • In a matrixed environment, oversee project management and business analysis staff, ensure strong measured performance and foster positive team morale and cohesion
  • Nurture, Guide and Coach assigned project staff to achieve skill development goals and alignment to performance objectives
  • Document accomplishments and performance progress, performance gaps and development opportunities for people managers
  • Collaborate with people managers to provide key input into performance reviews and suggest upcoming goal feedback to line up to CareFirst's strategy expectations
Within a strategic lens, you would…
  • Produce program performance analytics related to larger business goals, including cross-program resourcing, what-if business shift modeling and more
  • Establish strong cross-program business and IT relationships and collaboration while identifying performance/risk trends to realize new levels of scaled efficiency
  • Propose new opportunities for governance excellence improvements
  • Prepare key deliverables to establish strong strategic capabilities to secure funding

DO YOU HAVE THESE ESSENTIAL NEEDS?

In the past, have you…
  • Completed a four-year degree in CIS/MIS/Business or in related field or have equivalent experience, plus 8-15+ years of IT program/project management experience in a large scale, cross functional, multi-system environment?
  • Have at least 8 years in a combination of the following: Progressive broad-based information systems Program Management experience, which could include consulting and with state-of-the-art hardware and software systems? Knowledge and implementation experience in new computing architectures and networked computing structures and experience in the execution of multiple related development projects simultaneously, particularly as Program and Project Manager on systems development, with working knowledge ofSystems development lifecycle and the Project Management Lifecycle?

QUALIFICATION REQUIREMENTS:

Required:
Bachelors degree in Computer Science, Business, or equivalent work experience required. 8+ years of IT and business experience in strategic planning, development and implementation, preferably in health insurance or other regulated compliance environment. Previous technical project management experience in a dynamic high-technology environment and an understanding of the regulatory environment affecting health insurance business is a key to success in this position.

Out of the 8 years required, at least 5 years in a combination of the following:• Progressive broad-based information systems Project Management experience (which could include consulting) with state-of-the-art hardware and software systems is desirable; knowledge and implementation experience in new computing architectures and networked computing structures.• Experience in Program Management and execution of multiple related development projects simultaneously, particularly as Project Manager on systems development, with working knowledge of Systems Development Lifecycle and the Project Management Lifecycle

Preferred:Master’s degree in Business, Health Care, Public Policy or Technology related field. Prior Health insurance industry exposure; specific experience with successful large-scale Program Management within a cross functional environment. Project Management certificate (PMP) from the Project Management Institute (PMI)preferred.

Abilities/Skills:• Ability to lead dynamic, energized, and highly creative multidiscipline high-performance work teams in learning and applying new skills/techniques to respond to business needs.• Ability to effectively adapt to rapidly changing regulatory environment and apply it to business and technical needs.• Considerable experience managing and delivering Business and IT centric projects using (where appropriate) leading-edge technology, and older legacy systems.• Thorough knowledge and understanding of the company’s business practices and direction, business principles, and business processes, plus familiarity with the company’s products and resources.• Considerable experience and effectiveness in matrix management.• Solid teamwork and interpersonal skills, with the ability to communicate and persuade customers, employees, and management at all levels and thrive in a cross-functional environment.• Excellent oral and written communications; an ability to present and discuss regulatory and technical information in a way that establishes rapport, persuades others, and gains understanding.• Strong management, business planning, and development skills.• Exceptional program management skills and project management skills, effectively arranging resources and managing multiple small to large projects in a cross-functional environment.• Ability to analyze project needs and determine resources needed to meet objectives.• Ability to create original concepts and take heuristic approaches to testing/refining existing theories and to develop new system approaches to solve problems and seize opportunities to sustain business success.• Strong analytical, problem-solving, and conceptual skills.• Willingness to travel to multiple locations within greater Baltimore/Washington area for meetings and time limited project work.• Willingness to work occasional night and weekends related to project releases and key deliverables• Competent in the Microsoft Suite of tools such as Project, PowerPoint , Excel, Word, etc.
