The mission of the NASA Shared Services Center (NSSC) is to provide timely, accurate, high-quality, cost-effective, and customer-focused support for selected NASA business and technical services. General Dynamics IT has an opportunity on the NSSC contract for an Accounts Payable Manager supporting our Finance line of business. This will be a full-time position, located onsite at NASA Stennis Space Center, Mississippi. This position will oversee and supervise the work of the Service Provider Accounts Payable support staff to ensure knowledgeable, timely and accurate payments.Job Description & Qualifications

Functions as the primary point of contact for identification of department issues, problem resolution, service restoration actions and the implementation of process improvements

Under minimal supervision, provides leadership, direction, and guidance to assigned staff. Sets goals and priorities and assigns tasks and projects accordingly.

Develops training plans and ensures employees have necessary skills to perform duties.

Responsible for ensuring that the Line of Business’ strategic plan, mission, vision and values are communicated and integrated into the team's strategies, goals, objectives, and work; leads the team in identifying, distributing, and balancing workload among employees; arranging for team member training; and monitors and reports on the status and progress of work

Implements corrective actions and conducts performance evaluations.

Develops, manages and monitors project budgets and profitability of service. Completes internal and external written and oral reports professionally and in a timely manner. Responsible for the production of required monthly reports.

Ensures that the proper NASA Prompt Payment and Federal Regulations are being followed in the management of the Accounts Payable staff.

Participates in planning and administrative activities as assigned. Coordinates Accounts Payable activities with Government counterpart to resolve concerns and conflicts.

Serves as the first level subject matter expert in the area of Prompt Payment regulations and guideline interpretation and must be able to assist customers and staff in understanding what is required to successfully submit invoices and ultimately be paid.

Participates in projects and training as assigned.

Works collaboratively with NASA Centers, service providers, and outside organizations as it relates to the work of the Team.

Monitors and ensures accuracy of documentation and records for reporting.

Completes internal and external written and oral reports professionally and in a timely manner.

Reviews monthly metric reporting for accuracy.

Performs other duties as assigned.

Qualifications

BA or equivalent + 5 yrs related experience

5+ years of relevant experience

Federal Finance/Accounting background preferred

Experience with or knowledge of Prompt Pay Act, Federal Travel Regulations, (FTR) ServiceNow user experience preferred

Strong oral and written communication skills

Strong personal computer and finance system skills (SAP, Treasury Systems and Service Now)

Strong analytical and problem-solving skills

Organizational skills to balance and prioritize work

Ability to work independently and as part of a team

Ability to maintain high level of confidentiality and integrity
