MassDEP seeks applicants for the position of Environmental Analyst IV (EA IV) within the Bureau of Air and Waste (BAW) Solid Waste Section at MassDEP’s Western Regional Office (WERO), located in Springfield, MA. This EA IV will report to the Section Chief of the Solid Waste Management Section and will perform program work inclusive ofimplementing regulations,permitting, compliance & enforcement, training and supervision of employeesand other activities that ensure proper management of solid waste and recyclable materials in Massachusetts. Primary duties include: · Assist in assessment activities, which may include permit requirement reviews, report reviews and inspections of facilities and locations to evaluate compliance with the Commonwealth's Solid Waste regulations. · Review permit applications, certifications, and other documents to determine compliance with Solid Waste regulations. · Train and Supervise Solid Waste Program Staff of a lesser grade as assigned by the Solid Waste Section Chief. · Investigate complaints and referrals received from the public, other governmental agencies and other MassDEP Bureaus. · Prepare inspection reports in conformance with the Bureau's policies and procedures, which would memorialize the observations made during the inspection and identify noncompliance with the applicable regulations. · Assist in the development of enforcement cases and draft enforcement documents in accordance with the MassDEP’s guidelines, policies and procedures. · Work professionally and effectively with staff from all Bureaus and offices, management, MassDEP counsel, the Attorney General’s Office, other state, federal and local governmental agencies, regulated entities, environmental advocacy groups, citizen groups and members of the general public. · Perform other related duties, as required. Preferred Qualifications and Experience: · Knowledge of, and experience with, the Solid Waste management regulations; solid waste management and disposal methods; pollution issues resulting from solid waste management facilities; and solid waste/environmental monitoring methods. · Knowledge of, and experience with, Solid Waste and Recycling facility design and operations. · Ability to communicate clearly and concisely both verbally and in writing. · Ability to analyze and determine the applicability of environmental data to draw conclusions and make appropriate recommendations. · Ability to work independently and to maintain a diplomatic and effective working relationship with coworkers, the general public, regulated community and public officials. · Ability to translate scientific information into permit or enforcement requirements. · Ability to read and interpret technical literature, chemical analyses, laws, regulations, policies, and procedures for governing assignments. · Excellent organizational skills · Proficiency with Microsoft Office Suite applications (Word, Excel, Outlook, etc.). · A valid driver’s license is required. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions. Substitutions: I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience. II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience. III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
