Incumbents may perform duties in one or more IT specialization areas depending on the needs of the agency.Under administrative direction, incumbents either: 1) perform duties described at this level and supervise at least one IT Professional III or II or Master IT Professional; or 2) perform duties described at this level within the Enterprise IT Services (EITS) Division for enterprise- level IT systems utilized by multiple departments; or 3) perform IT project management a preponderance of the time to include serving as the project leader; planning, organizing, and directing project activities; resolving design conflicts; data administration; resource allocation; contract negotiation; timeline development; critical path tracking; justifying the need for additional resources; and coordinating activities with other work units within and outside the organization as assigned; or 4) perform Information Security duties described at this level with at least 70% of the daily activities devoted solely to information security; or 5) perform technology planning and consultation duties within EITS. The Division of Welfare and Supportive Services (DWSS) is recruiting for a vacancy located in the Project Management Office (PMO) at Central Office. The incumbent will utilize Project Management Body of Knowledge (PMBOK) guidelines and the Project Management Institute's (PMI) standards to direct internal and external resources in a balanced and strong matrixed project organization in response to business process solutions. The incumbent will conduct project planning and consultation, develop information technology plans, provide recommendations for feasible and cost-effective technical solutions to agency programs, and review agency IT project requests to ensure viable, cost-effective technology implementation. The incumbent will also develop project plans specifying goals, strategy, staffing, scheduling, identification of risk, contingency plans, and allotment of resources for each phase of the project and arrange for recruitment or assignment of project personnel. Projects are typically multi-year, involve state and federal funding, follow state and federal policies, engage state and contractor personnel, and provide technology solutions for multiple agency programs and/or organizations. The incumbent will establish standards and procedures for project reporting and documentation, reviewing status reports prepared by project personnel and modify schedules and plans as required, managing more than one project at a time depending on scope of work of each project, conferring with project personnel to provide technical advice and resolve problems. The incumbent will be responsible for management of the DWSS Project Management Office's (PMO) project portfolio, project management, strategic analysis and process analysis, documentation and review.
