What You Will DoWork for the most innovative and creative multidisciplinary research institution engaged in strategic science on behalf of national security. Reporting to the Nuclear Safety Programs Senior Director, the Project Program Director 5 will serve as the Fire Protection Program Owner, the Fire Marshal and Authority Having Jurisdiction (AHJ) for Fire Protection at LANL. This position is delegated AHJ responsibilities from the Department of Energy, and LANL Site Office. As such this position must maintain a highly advanced understanding and application of fire protection principles and provides code interpretation for National Fire Protection Association (NFPA) codes, prepares AHJ records, serves as the fire protection compliance enforcement authority, serves as liaison to DOE by review and concurrence with requests for equivalencies and exemptions submitted for approval to DOE or LANL code officials, approves equivalencies / alternatives to DOE-STD-1066 for LANL facilities, approves listing for equipment, materials and services, approves the Hot Work Procedure and is the technical authority for implementation of the site fire protection program including oversight of the Fire Department interface, the fire alarm central receiving station, facility inspections and facility safety analysis and support duties. The Fire Marshal/ Program Owner has significant responsibilities and site wide impact at all levels from the individual work activity to institutional policy related to fire protection.Additionally, the Fire Marshal acts as the fire code official and reviews and approves design drawings and acceptance test plans and provides guidance by witness acceptance testing for fire protection systems. The Fire Marshal must maintain a highly advanced understanding and application of fire protection principles, serve on several boards and maintain a PE license in Fire Protection. This position must also maintain open lines of communication with facility and operational management, DOE headquarters, Site Office, industry peers and the County of Los Alamos.The selected candidate will contribute by defining and articulating strategic vision, goals, and developing fire protection management related policy, services and functions that include analysis, design, development, implementation and evaluation of facility safety and fire protection activities.What You NeedMinimum Job Requirements:Technical ExpertiseAdvanced knowledge of and demonstrated technical experience in fire protection engineering principles, developing and maintaining project plans, program work scope, budgets, priorities, managing change control and managing risk associated with fire protection. Strong background in government regulations affecting fire protection, facility safety and contract management with emphasis on DOE/NNSA fire protection program plan priorities. Advanced knowledge of SCoR Principles as a basis for a strong safety culture and to achieve operational excellence as a task-level framework for maintaining a safety culture in fire protection. Advanced knowledge of NFPA codes and standards, baseline needs assessment (BNA), and comprehensive fire protection program requirements and fire hazards analysis and mitigation techniques.Leadership/Program ManagementBroad range of experience in strategic and tactical planning and subsequent integration and implementation across multiple, technically and challenging organizations. Additionally, you must have demonstrated leadership and management experience in managing programs with significant fiscal and programmatic responsibilities to across fire service and fire protection related principles. The Fire Marsal position provides technical management, direction and oversight to the group of employees assigned to execute the duties of the Fire Marshal.Teamwork/CommunicationDemonstrated experience interfacing with external and internal customers to assist with strategizing, developing, negotiating, and defining of goals/milestones and scope. You must possess the ability to build and grow both internal and external organizational relationships and programs and effective teams across the Los Alamos County, DOE/NNSA, and the Laboratory. Excellent interpersonal, oral and written communication skills and the ability to communicate effectively to a broad audience is imperative.Collaboration and Coalition BuildingDemonstrated successful experience development and nurturing effective internal and external customer relationships, and with all levels of internal and external personnel. Demonstrated ability to establish and promote a team culture that enables mutual trust, gaining consensus, and respectful conflict resolution. Ability to expertly demonstrate a commitment to human resources objectives and succession planning, and proven track record of attracting, evaluating, mentoring, and developing creative, talented people into the fire protection office.Training/Certifications: State Licenced Profesional Engineer in the field of Fire Protection or relevent equivalent in good standing.Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 12 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.The position may be subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities. This DOE Order establishes entry-level requirements to ensure employees in the position can successfully perform the requirements of the job.Desired Qualifications:

Extensive experience providing fire protection and life safety subject matter expertise for operating facilities having hazardous materials, within nuclear and accelerator facilities, research and development laboratories (wet chemistry, laser, material science, physics, etc.), radiological laboratories, assembly and business occupancies.

Experience managing and overseeing a diverse, comprehensive fire protection program at the institutional level.

Work Location: The work location for this position is hybrid and is located in Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.
