Yes County Albany Street Address 3 Empire State Plaza City Albany State NY Zip Code 12223 Duties Description The Senior Budgeting Analyst, Grade 18, will work in the Finance and Budget (F&B) Section of the Office of Administration (OA), and under general supervision, will perform duties related to travel, time and attendance, accounts payable, local grant administration, and diversity purchasing programs. Specific duties may include, but are not limited to: Performing activities related to employee travel, including knowledge of applicable policies and guidelines, reviewing and processing expense reports, and running reports on travel activities in the Statewide Financial System (SFS). Performing activities related to employee time and attendance and payroll within the Department. Assisting in the preparation of the Agency’s budget requests based on knowledge of Division of Budget (DOB) guidelines, the State Finance Law, relevant agency programs and policies, previous budget requests, and applicable federal policies and rules. Working within the Department’s Accounts Payable Unit in F&B, including performing tasks related to payment processing, revenue accounting, data analysis and related research and reporting, and entering and approving transactions in the Statewide Financial System (SFS). Serving as Staff liaison on matters involving interpretation and application of fiscal rules and regulations of State and federal agencies. Performing tasks related to diversity purchasing programs, including the Minority and Women-Owned Business Enterprise (MWBE) and the Service-Disabled Veteran-Owned Business (SDVOB) programs. Performing budgeting tasks relating to federal funds, contracts, and grants. Participating in utility revenue collection activities, including but not limited to utility company assessment calculation and billing, revenue collection, and depositing. Assisting with preparing, reviewing, and submitting spending requests for DOB approval. Assisting in the development and/or updating of F&B policies and procedures and preparing and/or reviewing guidance documents and memoranda as needed.
